【摘要】：老撾地處中南半島中部，是東南亞十國中唯一的內(nèi)陸國家。中國作為老撾五個鄰國之一，與老撾有著長期睦鄰友好的傳統(tǒng)友誼。二戰(zhàn)以后，老中兩國關(guān)系經(jīng)歷了共同浴血奮戰(zhàn)的戰(zhàn)斗歲月，建立了“同志加兄弟”友情，也經(jīng)歷過“非友即敵”的敵視狀態(tài)。冷戰(zhàn)的結(jié)束以后，老中兩國關(guān)系重新回到了正常的發(fā)展軌道上，進(jìn)入二十一世紀(jì)后，老中兩國關(guān)系在兩國領(lǐng)導(dǎo)人的共同努力下得到了前所未有的發(fā)展，“好鄰居、好朋友、好同志、好伙伴”成為老中關(guān)系的主旋律。 當(dāng)前的老中關(guān)系處于歷史上最好的時期，，兩國政治經(jīng)濟(jì)關(guān)系都在向深度和廣度發(fā)展。從中央到地方，從政府到民間多層次的訪問交流不斷展開；從政治外交到經(jīng)濟(jì)文化、從衛(wèi)生醫(yī)療到安全維穩(wěn)全方位的交流與合作不斷深化。 本文全面回顧了老中兩國自1961年建交到2011年老撾革命黨“九大”召開這段時期老中政治、經(jīng)貿(mào)關(guān)系的演變進(jìn)程；認(rèn)真梳理了這時期老撾對華政策調(diào)整與老中經(jīng)貿(mào)關(guān)系發(fā)展之間的相互關(guān)系，并通過大量的數(shù)據(jù)和案例分析研究，歸納總結(jié)出了影響老中經(jīng)貿(mào)關(guān)系的發(fā)展的各種因素。最后，針對當(dāng)前老中兩國關(guān)系中存在的問題，并結(jié)合當(dāng)前國際和地區(qū)發(fā)展形勢以及老中兩國關(guān)系發(fā)展的總體趨勢，提出了有利于推動老中快速健康發(fā)展的若干對策建議。
[Abstract]:Laos is located in the central part of the Indochina Peninsula and is the only landlocked country among the ten countries in Southeast Asia. As one of Laos's five neighboring countries, China has a long-term good-neighborly and traditional friendship with Laos. After World War II, The relations between Laos and China have experienced the years of fighting together, the establishment of friendship between comrades and brothers, and the hostile state of "either friend or enemy." after the end of the Cold War, Relations between Laos and China have returned to the normal track of development. Since 21th century, the relations between Laos and China have achieved unprecedented development thanks to the joint efforts of the leaders of the two countries. "good neighbors, good friends, good comrades, Good partner has become the main theme of the old-Chinese relationship. The current Lao-China relations are in the best period in history, and the political and economic relations between the two countries are developing in depth and breadth. Visits and exchanges at various levels from the central to local levels, from the government to the private sector, from political diplomacy to economic and cultural development, Exchanges and cooperation from health care to safety and stability continue to deepen. This paper comprehensively reviews the evolution of Lao-China political, economic and trade relations during the period from the founding of Laos and China in 1961 to the convening of the Ninth Congress of the Lao Revolutionary Party in 2011. Having carefully combed the relationship between Laos' policy adjustment to China and the development of Lao- China economic and trade relations during this period, and through a large number of data and case studies, we have summed up various factors that affect the development of Laotian and China-China economic and trade relations. Finally, In view of the problems existing in the current relations between Laos and China, combined with the current situation of international and regional development and the general trend of the development of relations between Laos and China, some countermeasures and suggestions are put forward to promote the rapid and healthy development of Laos and China.
