【摘要】：“一帶一路”建設(shè)的提出,將對世界及亞洲格局的改變產(chǎn)生深刻的影響,也將對我國的周邊外交產(chǎn)生巨大的改變。時至今日,中國與“一帶一路”建設(shè)沿線國家已在多領(lǐng)域間開展切實合作,周邊國家的作用因此不斷凸顯,中亞國家作為聯(lián)通歐亞大陸的重要樞紐,更是顯得尤為重要。盡管中亞國家紛紛展露參與的熱情,但中亞地區(qū)形勢復(fù)雜,前行之路并非一片坦途。“一帶一路”建設(shè)在中亞國家的實施面臨著內(nèi)外交困的潛在風(fēng)險,這些風(fēng)險會對戰(zhàn)略實施形成阻礙,因此“一帶一路”建設(shè)在中亞國家的實施風(fēng)險值得引起高度關(guān)注,同時中亞國家在政治、經(jīng)濟、外交文化等方面的差異也使得“一帶一路”建設(shè)在中亞地區(qū)的風(fēng)險評估成為戰(zhàn)略實施的重要前提。本文擬在新的全球政治經(jīng)濟語境下,以“一帶一路”建設(shè)在中亞地區(qū)的風(fēng)險作為主要研究對象,分析這些風(fēng)險對中國國家利益的影響,探尋中國化解“一帶一路”建設(shè)在中亞地區(qū)的困局和風(fēng)險的方略。據(jù)此,本文的研究主要分為五個部分:第一部分為導(dǎo)論,簡要地介紹了研究的選題背景、研究思路、研究現(xiàn)狀以及創(chuàng)新和不足。第二部分闡述“一帶一路”建設(shè)對地緣政治經(jīng)濟戰(zhàn)略重構(gòu)的背景,揭示其本質(zhì)以及在中亞地區(qū)產(chǎn)生的影響。第三部分著重分析“一帶一路”建設(shè)在中亞地區(qū)的綜合實施環(huán)境,包括各大國在中亞地區(qū)的博弈態(tài)勢以及中亞國家的反應(yīng)意愿。第四部分識別了當(dāng)前影響“一帶一路”建設(shè)在中亞地區(qū)的實施風(fēng)險因素,并在此基礎(chǔ)上利用層次分析法將“一帶一路”建設(shè)在中亞地區(qū)的推進風(fēng)險進行量化評估,根據(jù)項目風(fēng)險的評估結(jié)果評定“一帶一路”建設(shè)在中亞地區(qū)的實施風(fēng)險等級。第五部分針對風(fēng)險評估結(jié)果提出在戰(zhàn)略層面、機制層面、外交層面、文化層面的化解策略。當(dāng)前,中亞地區(qū)形勢尚好,但隱患仍存。因此我國“一帶一路”建設(shè)的推進需要注重前期的研究與評估,加大戰(zhàn)略性的頂層設(shè)計,努力規(guī)避風(fēng)險,才能更好地推進“一帶一路”建設(shè)。
[Abstract]:The proposal of the construction of "Belt and Road" will have a profound impact on the changes in the world and the Asian structure, and will also have a tremendous change in China's peripheral diplomacy. To this day, China and the countries along the construction line of "Belt and Road" have carried out practical cooperation in various fields, and the role of the neighboring countries has been constantly highlighted. The Central Asian countries serve as an important hub for connecting the Eurasian continent. It is even more important. Although Central Asian countries have shown their enthusiasm for participation, the situation in Central Asia is complex and the road ahead is not a smooth one. The implementation of "Belt and Road" in Central Asian countries faces the potential risks of internal and diplomatic difficulties. These risks will hinder the implementation of the strategy. Therefore, the implementation risks of "Belt and Road" construction in the Central Asian countries deserve high attention. At the same time, the Central Asian countries are politically and economically. The differences in diplomatic culture also make the risk assessment of Belt and Road's construction in Central Asia an important prerequisite for the implementation of the strategy. Taking the risks of "Belt and Road" construction in Central Asia as the main research object, this paper analyzes the influence of these risks on the national interests of China, and explores the strategies for China to resolve the difficulties and risks of the construction of "Belt and Road" in Central Asia. The research of this paper is divided into five parts: the first part is the introduction, which briefly introduces the background of the research topic, the research ideas, The second part expounds the background of "Belt and Road" construction to the strategic reconstruction of geopolitical economy. The third part focuses on the analysis of the comprehensive implementation environment built by Belt and Road in Central Asia. Including the game situation of the major powers in the Central Asian region and the willingness of the Central Asian countries to respond. Part 4th identifies the risk factors that affect the implementation of "Belt and Road" construction in the Central Asian region. On the basis of this, the risk of "Belt and Road" construction in Central Asia is evaluated quantitatively by using the Analytic hierarchy process (AHP). According to the results of project risk assessment, the implementation risk grade of "Belt and Road" construction in Central Asia is evaluated. Part 5th puts forward the solution strategies at the strategic level, mechanism level, diplomatic level and cultural level in view of the risk assessment results. The situation in Central Asia is still good, but the hidden danger still exists. Therefore, the construction of Belt and Road in China needs to pay attention to the previous research and evaluation, increase the strategic top-level design, and make efforts to avoid risks, so as to better promote the construction of "Belt and Road".
