【摘要】：冷戰(zhàn)后,私營軍事公司通過外包方式參與戰(zhàn)爭,"軍事外源化"趨勢愈發(fā)明顯。私營軍事公司的發(fā)展既與美國全球戰(zhàn)略布局密切相關(guān),也離不開"私有化"浪潮、國際法模糊限定、新軍事科技革命等因素的影響。私營軍事公司是軍事服務(wù)商業(yè)化的代表,它的活動改變了國際政治和現(xiàn)代戰(zhàn)爭的規(guī)則,使地區(qū)和國家安全態(tài)勢更趨復(fù)雜、緊張,危害國家主權(quán)安全、模糊戰(zhàn)爭合法使用權(quán)限,以致侵犯人權(quán)的事端屢屢發(fā)生,制造了國際法的監(jiān)管困境,改變了聯(lián)合國維持和平行動的方式,也給中國國家安全埋下了隱患。
[Abstract]:After the Cold War, private military companies took part in the war by outsourcing, and the trend of "military externalization" became more and more obvious. The development of private military companies was closely related to the global strategic layout of the United States and could not be separated from the tide of "privatization". Private military companies are representatives of the commercialization of military services. Their activities have changed the rules of international politics and modern warfare and complicated regional and national security situations. Tension endangers the sovereign security of States, obscures the legitimate use of war authority, resulting in frequent violations of human rights, creating regulatory dilemmas in international law and changing the way United Nations peacekeeping operations are conducted. It also buries hidden dangers for China's national security.
