【摘要】：近幾年,東亞地區(qū)安全矛盾呈現(xiàn)激化的態(tài)勢,安全形勢趨于緊張。這一明顯變化受到中美兩個大國力量對比的影響,但競爭態(tài)勢上升的幅度與實(shí)力對比差異之間并不匹配。本文認(rèn)為,理解當(dāng)今國際體系的轉(zhuǎn)型存在全球體系和地區(qū)體系兩個基本分析層次,全球?qū)哟紊系暮诵膯栴}是美國霸權(quán)的興衰與應(yīng)對,地區(qū)層次上是中國崛起及其引起的戰(zhàn)略反應(yīng)。東亞地區(qū)安全形勢走向緊張是由中美實(shí)力對比與信心對比脫節(jié)以及美國管理其地區(qū)盟友而引發(fā)的聯(lián)盟政治動力所導(dǎo)致的。在這一過程中,中美戰(zhàn)略互動的性質(zhì)變化塑造著地區(qū)中小國家的戰(zhàn)略選擇,從而對中國周邊戰(zhàn)略環(huán)境的穩(wěn)定性產(chǎn)生巨大影響。從既有的實(shí)力對比和實(shí)力增長勢頭出發(fā),中國要維護(hù)持久發(fā)展和崛起的局面,需要著力管控中美戰(zhàn)略競爭的強(qiáng)度和烈度,尤其是在全球?qū)哟伪苊膺^度挑戰(zhàn)既有利益格局以及在地區(qū)層次規(guī)避中小國家的制衡傾向。
[Abstract]:In recent years, the security contradictions in East Asia have intensified and the security situation has tended to be tense. This obvious change is influenced by the balance of power between China and the United States. However, there is no match between the extent of rising competitive situation and the difference of strength. This paper argues that there are two basic levels of analysis to understand the transformation of the international system today: the global system and the regional system. The core issue at the global level is the rise and fall of American hegemony. The regional level is China's rise and its strategic response. Security tensions in East Asia are guided by the disconnect between China and the United States in terms of strength and confidence, and the political momentum of the alliance that the United States has brought about by managing its allies in the region. In the process, The changes in the nature of the strategic interaction between China and the United States shape the strategic choices of small and medium-sized countries in the region, thus having a great impact on the stability of China's surrounding strategic environment. In order to maintain the situation of sustainable development and rise, China needs to control the intensity and intensity of the strategic competition between China and the United States, especially to avoid excessive challenge to the existing interest pattern at the global level and to avoid the checks and balances of small and medium-sized countries at the regional level.
