【摘要】：中亞地區(qū)是歐盟水外交的重點(diǎn)區(qū)域。歐盟在中亞地區(qū)以合作方式建立起復(fù)合型的水治理框架,通過(guò)在政治和技術(shù)層面"雙管齊下"、投資水基礎(chǔ)設(shè)施建設(shè)、推行一體化水治理政策,來(lái)積極介入水治理事務(wù)。歐盟對(duì)中亞地區(qū)水治理事務(wù)的介入服務(wù)于歐盟整體中亞戰(zhàn)略,注重在中亞內(nèi)部?jī)?nèi)化歐盟水治理模式,建立與歐洲水框架指令和歐盟相關(guān)法律一致的機(jī)制和規(guī)則體系,提升在中亞地區(qū)的存在感與影響力。中國(guó)和其他亞太國(guó)家應(yīng)重視流域和區(qū)域的制度性建設(shè)和技術(shù)治理,加強(qiáng)水外交戰(zhàn)略的建構(gòu)和完善。中國(guó)作為上游國(guó)家,應(yīng)注重提升自身在亞太水治理中的參與力度與地位,逐步成為亞太水治理領(lǐng)域的公共產(chǎn)品的積極提供者。
[Abstract]:The Central Asia region is the key area of EU water diplomacy. The EU has established a composite water governance framework in the Central Asian region in a cooperative manner, and has invested in water infrastructure construction through a "two-pronged approach" at the political and technical levels. The European Union's intervention in water governance in Central Asia serves the EU's overall Central Asian strategy and focuses on internalizing the EU's water governance model within Central Asia. To establish a system of mechanisms and rules consistent with the European Water Framework Directive and relevant EU laws to enhance the sense of presence and influence in Central Asia. China and other Asia-Pacific countries should attach importance to the institutional construction and technological governance of watersheds and regions, As an upstream country, China, as an upstream country, should pay attention to enhancing its participation and status in Asia-Pacific water governance, and gradually become an active provider of public goods in the field of water governance in Asia and the Pacific.
