【摘要】：作為當(dāng)今世界上經(jīng)濟(jì)發(fā)展最具有活力和潛力的地區(qū)之一，東南亞地區(qū)在國際政治經(jīng)濟(jì)格局中的戰(zhàn)略地位日顯重要。而中國與該地區(qū)又有著直接的地緣關(guān)系。自改革開放，特別是進(jìn)入新世紀(jì)以來，中國的綜合國力迅速提高，在高速發(fā)展的同時，我們也看到盡管有著較長的海岸線，但嚴(yán)格意義上對中國來說，出海口一直是困擾著我們更進(jìn)一步發(fā)展的重要因素之一，而東南亞地區(qū)作為中國進(jìn)入印度洋的必經(jīng)之地，與我國的政治、經(jīng)濟(jì)和安全都息息相關(guān)。因此，站在中國的角度，積極發(fā)展與東南亞國家的關(guān)系有著十分重要的意義。 東盟作為該地區(qū)最重要的地區(qū)性國際組織，自其成立以來，就一直備受中國的重視。但考慮到該地區(qū)的政治經(jīng)濟(jì)發(fā)展充滿了特殊性和復(fù)雜性，我們在制定東南亞政策時也要充分考慮國內(nèi)外各方面的因素，其中，東盟的對外戰(zhàn)略無疑是我們要考慮的最重要因素之一。東盟考慮到自身的戰(zhàn)略利益，在對外政策上采取了大國平衡戰(zhàn)略，希望以此來實(shí)現(xiàn)其對地區(qū)內(nèi)各大國的制衡，從而待價而沽并最大程度地實(shí)現(xiàn)自身的利益。作為回應(yīng)，中國也采取了相應(yīng)的東南亞政策。這是我國在綜合考慮多方面因素作出的決定。 本文應(yīng)用經(jīng)驗(yàn)分析法和辯證分析法，試圖通過對東盟和中國之間相互政策及其制定依據(jù)的分析，從大國平衡戰(zhàn)略視角下考察中國所對應(yīng)采取的東南亞政策。 本文分緒論和正文兩部分。緒論部分介紹了文章的選題背景、研究現(xiàn)狀、研究方法和論文的創(chuàng)新點(diǎn)與難點(diǎn)。正文部分分為四部分。第一部分介紹了東盟的大國平衡戰(zhàn)略，包括其基本概念和總體特點(diǎn)，然后從理論依據(jù)和現(xiàn)實(shí)依據(jù)兩個層面對這一政策的制定動因進(jìn)行了分析。第二部分對應(yīng)介紹東盟大國平衡戰(zhàn)略對中國東南亞政策的影響，，從東盟對中國的雙重定位和其“平衡”中國力量的角度考察了這一影響。第三部分重點(diǎn)論述了東盟大國平衡戰(zhàn)略背景下中國的東南亞政策選擇，從中國東南亞政策的必要性、實(shí)施基礎(chǔ)和基本內(nèi)涵三個角度進(jìn)行了分析。第四部分對中國對東南亞政策的評析，即這一政策的效用以及相關(guān)的建議。
[Abstract]:As one of the most dynamic and potential economic development regions in the world today, the strategic position of Southeast Asia in the international political and economic pattern is becoming increasingly important. Especially since entering the new century, China's comprehensive national strength has increased rapidly. While developing at a high speed, we also see that although there is a relatively long coastline, it is strictly for China. As a necessary place for China to enter the Indian Ocean, Southeast Asia is closely related to China's politics, economy and security. Therefore, from the perspective of China, It is of great significance to actively develop relations with Southeast Asian countries. ASEAN, as the most important regional international organization in the region, has been attached great importance to by China since its establishment. However, considering the particularity and complexity of the region's political and economic development, In formulating our policy on Southeast Asia, we should also take full account of all factors at home and abroad. Among them, ASEAN's foreign strategy is undoubtedly one of the most important factors to be considered. ASEAN takes into account its own strategic interests. In foreign policy, it has adopted the strategy of balance of great powers, in the hope of realizing its checks and balances on the major powers in the region, thus waiting to be sold and realizing its own interests to the maximum extent. In response, China has also adopted a corresponding policy of Southeast Asia, which is a decision made by China in a comprehensive consideration of various factors. This paper applies empirical analysis and dialectical analysis to analyze the mutual policy between ASEAN and China and the basis for their formulation. From the perspective of the strategic balance of great powers, this paper attempts to investigate the corresponding Southeast Asian policies adopted by China. This paper is divided into two parts: introduction and text. The introduction part introduces the background, research status, research methods, innovation and difficulties of the paper. The main body is divided into four parts. The first part introduces ASEAN's great power balance strategy. It includes its basic concept and general characteristics, and then analyzes the reasons for the formulation of the policy from the theoretical and practical aspects. The second part introduces the influence of the balance strategy of the ASEAN powers on China's Southeast Asia policy. From the perspective of ASEAN's dual orientation to China and its "balancing" of China's power, the third part focuses on the choice of China's Southeast Asian policy under the background of the ASEAN powers' balanced strategy, and from the necessity of China's Southeast Asia policy. Part 4th analyzes China's policy towards Southeast Asia, that is, the effectiveness of this policy and relevant suggestions.
