【摘要】：由于特朗普在競選期間對(duì)華言辭激烈,他成為總統(tǒng)后的對(duì)華政策讓人疑慮重重。事實(shí)上,在當(dāng)前中美關(guān)系具備全球意義的現(xiàn)實(shí)下,美國對(duì)華政策是有著堅(jiān)實(shí)的政策基點(diǎn)的。特朗普政府的對(duì)華政策至少有三個(gè)基點(diǎn):對(duì)華崛起憂慮心態(tài)(中美關(guān)系就像"零和游戲"里的"權(quán)力轉(zhuǎn)移"一樣,崛起大國一定想取代守成大國,最終必然導(dǎo)致"大國政治悲劇")、對(duì)華合作共贏原則(以建設(shè)性方式管控分歧,推動(dòng)中美關(guān)系在新起點(diǎn)更大發(fā)展)和對(duì)華實(shí)用主義邏輯(滿足民粹要求的成本節(jié)約之上的盡快獲益是首要意圖或最大特征,但保守主義、民粹主義、自由主義各有位置)。三大政策基點(diǎn)相互間形成了三組六個(gè)基點(diǎn)形態(tài),意味著美國對(duì)華政策的不同組合,但美國最有可能選擇以實(shí)用主義正負(fù)效能為起點(diǎn)的兩個(gè)形態(tài),它們實(shí)則是以"合作+規(guī)設(shè)"為特征的對(duì)華政策。在此情形下,中國應(yīng)抓住政策基點(diǎn)形態(tài)中的操縱空間和特朗普?qǐng)?zhí)政初期里的中美關(guān)系發(fā)展機(jī)遇,達(dá)成必要諒解妥協(xié),擴(kuò)大合作共贏面,盡最大努力避免后期中美關(guān)系的可能震蕩。
[Abstract]:Trump's China policy after becoming president is fraught with misgivings because of his fierce rhetoric toward China during the election campaign. In fact, under the current realities of global significance in Sino-US relations, The US policy toward China has a solid policy base. The Trump administration's China policy has at least three basic points: a state of mind about the rise of China. (Sino-US relations are like the "power transfer" in the zero-sum game. The rising powers must want to replace the conservative powers, which will inevitably lead to the "political tragedy of the great powers" and the principle of win-win cooperation with China (managing differences in a constructive way). Pushing China-US relations to grow further from a new starting point and pragmatism logic toward China (quick gain over cost savings to meet populist demands is the primary intention or the greatest characteristic, but conservatism, populism, Liberalism has its own position. The three major policy bases have formed three groups and six basis points among each other, which means different combinations of US policies towards China. However, the United States is most likely to choose the two forms starting with positive and negative effectiveness of pragmatism. In fact, they are China policies characterized by "cooperation and regulation." under such circumstances, China should seize the manipulation space in the basic point form of the policy and the opportunities for the development of Sino-US relations in the early years of Trump's administration, and reach the necessary understandings and compromises. Expand the win-win cooperation and do our best to avoid the possible shock in the later stage of Sino-American relations.
