【摘要】：區(qū)域一體化和全球化已經(jīng)成為日益加深的世界發(fā)展趨勢。目前,區(qū)域一體化是消除全球化負面影響的最有效機制,同時能夠最大限度地發(fā)揮正面的作用。在世界秩序迫切需要重新構(gòu)建的大背景下,選擇具有廣闊前景的一體化模式對哈薩克斯坦共和國是極其重要的,因為它在很大程度上決定了哈薩克斯坦在現(xiàn)代坐標體系中的位置,也決定著穩(wěn)定和平衡發(fā)展經(jīng)濟任務(wù)的實施能否取得成效。哈薩克斯坦在歐亞地區(qū)的區(qū)域聯(lián)盟體系中占據(jù)著顯著的地位。加入擁有不同成員國的多個一體化國際組織,就可使哈薩克斯坦在優(yōu)勢互補的條件下實現(xiàn)自己的國家利益,其中包括,為了實現(xiàn)穩(wěn)定發(fā)展而需要的維護國家主權(quán)、社會的和諧與安定和經(jīng)濟的持續(xù)性發(fā)展。為此,在考慮全球化發(fā)展趨勢帶來的各種嚴峻挑戰(zhàn),以及構(gòu)建新型國際關(guān)系的基礎(chǔ)上,客觀地研究哈薩克斯坦參與一體化聯(lián)盟的現(xiàn)代問題和前途是極其重要的。不僅如此,為了研究在當代國家局勢復雜多變的背景下,如何最合理和最具前景地實施哈哈薩克斯坦的國家發(fā)展戰(zhàn)略,對歐亞地區(qū)一體化進程主要趨勢和存在的問題以及解決問題的路徑,進行深入的學術(shù)研究,也是非常和迫切和十分必要的。本論文是在總結(jié)后蘇聯(lián)時期的經(jīng)驗教訓,以及對歐亞地區(qū)一體化進程發(fā)展狀況進行分析研究得出的結(jié)論,僅代表作者本人的觀點。本論文的重點,是研究哈薩克斯坦在一體化進程中的角色,主要包括經(jīng)濟和安全一體化,對哈國在區(qū)域聯(lián)盟體系中的優(yōu)先發(fā)展方向,以及存在的問題進行分析。本研究的主要結(jié)論,以期能夠?qū)_克斯坦共和國對外政策的制訂和區(qū)域一體化政策的實施,起到可以參考的作用。
[Abstract]:Regional integration and globalization have become a growing trend of world development. At present, regional integration is the most effective mechanism for eliminating the negative effects of globalization, At the same time being able to play a positive role to the maximum extent. Against the backdrop of the urgent need for reconstruction of the world order, it is extremely important for the Republic of Kazakhstan to choose a model of integration with broad prospects, Because it largely determines Kazakhstan's position in the modern coordinate system, It also determines the effectiveness of the implementation of the economic task of stability and balanced development. Kazakhstan occupies a prominent place in the system of regional alliances in the Eurasian region. Kazakhstan is a member of a number of integrated international organizations with different member States, That would enable Kazakhstan to realize its national interests on the basis of complementary advantages, including the maintenance of national sovereignty, social harmony and stability and sustained economic development, as needed for the achievement of stable development. Taking into account the serious challenges posed by the trend of globalization, as well as the construction of new types of international relations, it is extremely important to study objectively the modern problems and future of Kazakhstan's participation in the integration alliance... In order to study how to implement the national development strategy of Kazakhstan in the most reasonable and promising way in the context of the complex and changeable situation in the contemporary countries, the main trends and existing problems in the process of integration in the Eurasian region and the path to solve the problems, It is also very urgent and necessary to carry out in-depth academic research. This paper is a conclusion from the summing up of the experiences and lessons of the post-Soviet period, as well as the analysis and study of the development of the integration process in the Eurasian region. The focus of this paper is on the role of Kazakhstan in the process of integration, including economic and security integration, as well as the priority development direction of Kazakhstan in the regional alliance system. The main conclusions of this study can be used for reference in the formulation of foreign policy and the implementation of regional integration policy in the Republic of Kazakhstan.
