【摘要】：進(jìn)入21世紀(jì)后,隨著全球一體化趨勢(shì)和經(jīng)濟(jì)融合程度的加深,世界各國(guó)開(kāi)始重視地區(qū)間國(guó)家關(guān)系的發(fā)展,歐盟和北美自由貿(mào)易區(qū)的成功建立,給世界各國(guó)地區(qū)合作提供了范例。 東亞的地區(qū)合作概念很早就得到了提出,但由于東亞地區(qū)復(fù)雜而特殊的地理、歷史原因,區(qū)域合作的進(jìn)程一直十分緩慢。1997年的亞洲金融危機(jī)給東亞各國(guó)敲響了地區(qū)合作的警鐘,在危機(jī)中,東亞經(jīng)濟(jì)遭到沉重的打擊,使各國(guó)開(kāi)始考慮放棄分歧,加強(qiáng)合作以應(yīng)對(duì)危機(jī)帶來(lái)的影響和防范再次發(fā)生類(lèi)似危機(jī)的可能。因此,正是在這樣的特殊歷史條件下,東亞各國(guó)加快了區(qū)域合作的步伐。 日本是東亞的核心國(guó)家,在東亞區(qū)域合作中的地位舉足輕重,日本國(guó)內(nèi)對(duì)東亞合作必要性的認(rèn)識(shí)程度,直接決定著東亞合作進(jìn)程的快慢。而在國(guó)際和國(guó)內(nèi)兩大因素的作用下,日本也不得不調(diào)整其外交政策,在地區(qū)合作上表現(xiàn)出較為積極的態(tài)勢(shì)。日本曾經(jīng)是發(fā)動(dòng)侵略戰(zhàn)爭(zhēng)的國(guó)家,一直以來(lái)其對(duì)外政策的重點(diǎn)在歐美地區(qū),尤其以美國(guó)馬首是瞻,與東亞各國(guó)在很多事務(wù)的合作上存在不和諧的基調(diào)。本文從全球區(qū)域合作蓬勃發(fā)展的趨勢(shì)入手,分析日本東亞區(qū)域合作政策的變化,重點(diǎn)突出日本在提出東亞共同體概念后,受到本國(guó)國(guó)內(nèi)、美國(guó)和中國(guó)的三方面影響下,未來(lái)日本如何在東亞區(qū)域合作中定位的問(wèn)題。
[Abstract]:After 21th century, with the trend of global integration and the deepening of economic integration, countries in the world began to attach importance to the development of inter-regional relations. The successful establishment of the European Union and the North American Free Trade area provides an example for regional cooperation in the world. The concept of regional cooperation in East Asia was put forward very early, but due to the complicated and special geography and historical reasons of East Asia, The process of regional cooperation has been very slow. In 1997, the Asian financial crisis sounded the alarm for East Asian countries to cooperate in the region. During the crisis, East Asian economies suffered a heavy blow and countries began to consider giving up their differences. Strengthening cooperation to cope with the impact of the crisis and prevent the possibility of a similar crisis. Therefore, it is under such special historical conditions that East Asian countries have accelerated the pace of regional cooperation. Japan is the core country of East Asia and plays an important role in the regional cooperation in East Asia. The degree of understanding of the necessity of East Asian cooperation in Japan directly determines the speed of East Asian cooperation. Japan has also had to adjust its foreign policy, showing a more positive trend in regional cooperation. Once a country that launched an aggressive war, Japan has always focused its foreign policy on Europe and the United States, especially in the United States. There is a disharmonious tone in cooperation with East Asian countries on many issues. This paper, starting with the booming trend of global regional cooperation, analyzes the changes in Japan's policy of regional cooperation in East Asia, with emphasis on Japan's putting forward the concept of East Asian Community. Under the influence of China, the United States and China, how will Japan position itself in East Asian regional cooperation in the future?
