【摘要】：1960年,為處理獨(dú)立不久的剛果(剛果民主共和國)內(nèi)訌,聯(lián)合國維和部隊(duì)先后介入剛果地方分裂分子同中央政府的糾紛、剛果中央政府內(nèi)部的斗爭。為此,赫魯曉夫不僅猛烈抨擊聯(lián)合國秘書長哈馬舍爾德濫用安理會授權(quán),而且建議用三個(gè)秘書長即"三駕馬車"將其取而代之。由于種種原因,赫魯曉夫最終放棄了自己一廂情愿的改革動議。不過,由"三駕馬車"方案引起的爭論,對于維護(hù)《聯(lián)合國憲章》的宗旨、原則以及強(qiáng)化秘書長和秘書處的職責(zé)與地位,都產(chǎn)生了深遠(yuǎn)影響。
[Abstract]:In 1960, for the newly independent Congo (Democratic Republic of the Congo) faction, the United Nations peacekeeping force has to intervene in Congo local separatists with the central government in the dispute, Congo central government internal struggle.
