【摘要】：南南合作歷經(jīng)半個多世紀(jì)的發(fā)展,方興未艾。一批發(fā)展中大國,如中國、印度、巴西等“金磚國家”脫穎而出,成為地區(qū)事務(wù)中重要的參與者。一些地區(qū)性中小發(fā)展中國家也不斷進(jìn)步,泰國就是其中的佼佼者。泰國在自身得到發(fā)展同時,開始承擔(dān)起自己的地區(qū)發(fā)展責(zé)任,逐漸的向周邊國家提供發(fā)展援助,其中老撾成為泰國援助最大的接受國。國內(nèi)學(xué)界對南南合作中中小國家的合作關(guān)注不多,本文試圖對其進(jìn)行探索性的研究。泰國同老撾的發(fā)展合作有著其鮮明的特色。首先,泰國根據(jù)自己的中等強國身份確立了“風(fēng)中之竹”外交策略,靈活利用多邊框架和軟實力來增強其地區(qū)影響力,泰國也直言發(fā)展合作是其外交戰(zhàn)略的工具之一,并提出了“發(fā)展外交”的說法。其次,普密蓬國王的“充足經(jīng)濟(jì)”思想影響著泰國的發(fā)展合作理念,注重經(jīng)濟(jì)發(fā)展的基礎(chǔ)要素和知識在發(fā)展合作中的作用。最后,泰國的發(fā)展合作戰(zhàn)略受地理和文化因素影響很深,在對老撾的援助中,兩國的文化相似性和老撾、泰國的地理關(guān)系使得泰國的發(fā)展合作具有了一定的優(yōu)勢。但是,受經(jīng)濟(jì)實力等結(jié)構(gòu)性因素的影響,泰國同老撾的發(fā)展合作也表現(xiàn)出一定的不足,如項目規(guī)模普遍過小、發(fā)展合作效率略低等問題�？偟亩�,泰國同老撾的發(fā)展合作是具有特色且典型的南南合作。展望未來,隨著中國“一帶一路”倡議的推進(jìn),中國同湄公河區(qū)域的國家的合作呈現(xiàn)持續(xù)加深的趨勢,中國對老撾援助和投資也在逐年上升。中國想要加強地區(qū)影響力,需要關(guān)注地區(qū)國家互相間合作的案例。在南南合作方面,泰老合作的案例可以說明,雖然發(fā)展中國家的發(fā)展階段不同,相互間的發(fā)展合作水平也不同,但如平等互利、不干涉等南南合作的原則在其中都能得到體現(xiàn)。因此,中國要重視并且支持南南合作一貫的包容性和多樣性的特色,從而使南南合作更具生命力。
[Abstract]:After more than half a century of development, South-South cooperation is in the ascendant. A number of major developing countries, such as China, India, Brazil and other "BRICS" countries, stand out. To become an important participant in regional affairs. Some small and medium-sized developing countries in the region are also making continuous progress. Thailand is one of the best among them. At the same time, Thailand has begun to take responsibility for its own regional development. Gradually providing development assistance to neighbouring countries, of which Laos has become the largest recipient of assistance from Thailand. Domestic scholars have paid little attention to the cooperation of small and medium-sized countries in South-South cooperation. This paper attempts to make an exploratory study on it. The development cooperation between Thailand and Laos has its distinctive characteristics. First of all, Thailand has established a diplomatic strategy of "bamboo in the wind" according to its status as a medium power. Flexible use of multilateral frameworks and soft power to enhance its regional influence, Thailand has also stated that development cooperation is one of the tools of its diplomatic strategy and has put forward the term "development diplomacy". Secondly, King Bhumibol's idea of "adequate economy" has influenced Thailand's concept of development cooperation, focusing on the fundamental elements of economic development and the role of knowledge in development cooperation. Finally, Thailand's development cooperation strategy is deeply influenced by geographical and cultural factors. In aid to Laos, the cultural similarities between the two countries and the geographical relations between Laos and Thailand have given Thailand a certain advantage in its development cooperation. However, affected by structural factors such as economic strength, The development cooperation between Thailand and Laos also shows some shortcomings, such as the project is generally too small and the efficiency of development cooperation is slightly low. Overall, the development cooperation between Thailand and Laos is a characteristic and typical South-South cooperation. With the promotion of China's "Belt and Road" initiative, China's cooperation with countries in the Mekong region has continued to deepen, and China's aid and investment to Laos have also been rising year by year. China wants to strengthen its regional influence. In the context of South-South cooperation, the case of cooperation between Thailand and Laos can show that, although developing countries have different stages of development and different levels of development cooperation, such as equality and mutual benefit, Therefore, China should attach importance to and support the consistent characteristics of inclusiveness and diversity of South-South cooperation, so as to make South-South cooperation more dynamic.
