【摘要】：2011年3月11日日本東北地區(qū)發(fā)生了里氏9.0級(jí)的大地震，強(qiáng)大的地震引發(fā)了高達(dá)24米的海嘯。日本東北地區(qū)太平洋沿岸遭受了重大的人員和財(cái)產(chǎn)損失。由于地震引發(fā)海嘯，導(dǎo)致了福島縣東京電力公司的核電站發(fā)生了核反應(yīng)堆冷卻系統(tǒng)失靈，進(jìn)而發(fā)生了廠房爆炸、壓力控制室損壞以及核泄漏的緊急事故。4月1日，日本政府將3月11日發(fā)生的東北大地震及其引發(fā)的核電站事故統(tǒng)稱為東日本大震災(zāi)。這是日本有史以來(lái)發(fā)生的最大規(guī)模的自然災(zāi)害，隨之帶來(lái)的核泄露事故也引發(fā)了另一場(chǎng)新的危機(jī)。 雖然核事故發(fā)生在日本國(guó)內(nèi)，然而由于核泄漏的特殊性，其影響范圍已經(jīng)遠(yuǎn)遠(yuǎn)超過(guò)了日本本國(guó)。自日本福島核危機(jī)發(fā)生后，國(guó)際原子能機(jī)構(gòu)等國(guó)際組織，以及日本的同盟國(guó)美國(guó)等紛紛加入到日本核危機(jī)的應(yīng)對(duì)過(guò)程中。除此之外，日本周邊的中國(guó)、韓國(guó)甚至歐洲各國(guó)也紛紛采取相關(guān)的應(yīng)急措施檢測(cè)核輻射，以評(píng)估對(duì)本國(guó)造成的影響。福島核危機(jī)已經(jīng)成為了一場(chǎng)影響范圍更廣的國(guó)際新危機(jī)。作為非傳統(tǒng)安全領(lǐng)域的危機(jī)處理，日本政府同國(guó)際社會(huì)合作采取了一系列的緊急措施，，來(lái)應(yīng)對(duì)福島核事故造成的影響。
[Abstract]:On March 11th 2011, a massive earthquake measuring 9.0 on the Richter scale struck northeastern Japan. A powerful earthquake triggered a tsunami of up to 24 meters. The Pacific coast in northeastern Japan suffered heavy human and property losses. The earthquake triggered a tsunami. Leading to a nuclear reactor cooling system failure at the Tokyo Electric Power plant in Fukushima prefecture, resulting in plant explosions, damage to pressure control rooms, and nuclear leaks. April 1st, The Japanese government has called the March 11th Northeast earthquake and the nuclear power plant accident caused by it the East Japan earthquake, the largest natural disaster in Japan's history. The resulting nuclear leak also triggered another crisis. Although the nuclear accident occurred in Japan, because of the particularity of the nuclear leakage, its scope of influence has far exceeded that of Japan itself. Since the Fukushima nuclear crisis in Japan, the International Atomic Energy Agency and other international organizations, As well as Japan's allies, the United States, and so on, have joined the Japanese nuclear crisis response process. In addition, Japan's neighboring China, South Korea and even European countries have also taken relevant emergency measures to detect nuclear radiation. To assess the impact on the country...
