【摘要】：北極擁有豐富的資源和航運潛力,其潛在的安全威脅也在逐步顯現(xiàn)。作為擁有5個北極國家的軍事政治組織,北約一方面希望在北極發(fā)揮重要作用,另一方面卻未能推出統(tǒng)一的北極戰(zhàn)略或政策。本文在分析8個北極國家對北約介入北極的立場后發(fā)現(xiàn),內部難以達成一致和外部存在壓力兩方面原因,造成了北約對待介入北極態(tài)度的現(xiàn)狀。盡管如此,北約確實有在北極發(fā)揮作用的主觀意愿和客觀需求。因此,北約在短期內不會高調介入北極,但可能會尋求低調發(fā)揮實質性作用。中國在北極安全問題上最好采取"冷靜觀察,有所作為"的態(tài)度。
[Abstract]:The Arctic has abundant resources and shipping potential, and its potential security threats are gradually emerging. As a military and political organization with five Arctic countries, NATO, on the one hand, hopes to play an important role in the Arctic. On the other hand, there is no unified Arctic strategy or policy. After analyzing the positions of the eight Arctic countries on NATO's involvement in the Arctic, it is found that there are two reasons for this: it is difficult to reach agreement internally and there is external pressure. This has contributed to the status quo in NATO's attitude towards its involvement in the Arctic. Nevertheless, NATO does have the subjective will and objective need to play a role in the Arctic. Therefore, NATO will not intervene in the Arctic in a high profile in the short term. But it is likely to seek to play a substantive role in a low-key way. China would be better off taking a "calm observation and doing something" approach to Arctic security.
