【摘要】：南海問題是世界上的一個熱點問題,自上世紀(jì)70年代出現(xiàn)后便不斷發(fā)酵,直至今日已經(jīng)演化為一個極其復(fù)雜的國際性外交難題。它是中國外交亟待面對、解決的一大難題,南海問題的得失成敗在很大程度上會影響到中國在東亞地區(qū)甚至是世界范圍內(nèi)的崛起。改革開放以來,中國針對南海問題提出了“擱置爭議,共同開發(fā)”的南海政策,照顧到了南海爭端各方的關(guān)鍵利益,但成效不大。在南海問題日趨緊張的今天,中國的南海政策在三沙市成立前后有了明顯的轉(zhuǎn)變,目前南海政策處于由韜光養(yǎng)晦向積極作為轉(zhuǎn)變的過程中。 本文將針對中國南海政策的變化進(jìn)行分析研究,除前言和結(jié)語外,研究框架主要包括三個部分,具體的行文思路如下： 前言部分對本論文選題的意義、國內(nèi)外研究綜述和論文的寫作方法等做了簡要說明；第一部分介紹中國在南海問題上的韜光養(yǎng)晦政策及實施效果；第二部分主要分析中國南海政策向積極作為的方向轉(zhuǎn)變,探析中國在南海積極作為政策的表現(xiàn)和中國南海政策轉(zhuǎn)變的原因；第三部分闡釋中國南海政策轉(zhuǎn)變可能面臨的挑戰(zhàn)及應(yīng)對之策；最后是文章的結(jié)語,對中國的南海策略作了總結(jié)和展望。
[Abstract]:The South China Sea issue is a hot issue in the world, which has been fermenting since -30s, and has evolved into an extremely complex international diplomatic problem until now. It is an urgent need for China's diplomacy to face. To a large extent, the success or failure of the South China Sea issue will affect the rise of China in East Asia and even the world. Since the reform and opening up, China has put forward a "shelved dispute" on the South China Sea issue. The South China Sea policy of "joint development" has taken into account the key interests of the parties to the South China Sea dispute, but has not achieved much. In today's increasingly tense South China Sea issue, China's South China Sea policy has changed significantly before and after the establishment of Sansha City. At present, the South China Sea policy is in the process of changing from keeping a low profile to being active. In this paper, the policy changes in the South China Sea will be analyzed and studied. In addition to the preface and conclusion, the research framework mainly includes three parts, the specific lines of thinking are as follows: The preface gives a brief explanation of the significance of this thesis, the summary of domestic and foreign research and the writing methods of the thesis. The first part introduces China's policy of keeping a low profile in the South China Sea and its implementation effect. The second part mainly analyzes the transformation of China's South China Sea policy to positive behavior, and analyzes the performance of China's active policy in the South China Sea and the reasons for the change of China's South China Sea policy. The third part explains the challenges that China may face in the policy transformation in the South China Sea and the countermeasures. Finally, the conclusion of the article, the South China Sea strategy is summarized and prospected.
