【摘要】：氣候變化導(dǎo)致海平面上升、極端氣候事件的增加、冰川融化、海洋酸化、生物多樣性減少等自然生態(tài)環(huán)境的變化,進(jìn)而對(duì)中國(guó)的國(guó)土安全、軍事安全、經(jīng)濟(jì)安全、社會(huì)安全、生態(tài)安全、資源安全、核安全和政治安全產(chǎn)生了諸多的負(fù)面影響。海平面上升使中國(guó)的部分陸地面臨被淹沒的現(xiàn)實(shí)威脅;極端天氣氣候事件增多,威脅中國(guó)軍隊(duì)人員、裝備和設(shè)施安全,制約部隊(duì)?wèi)?zhàn)斗力的形成和提高;氣候變化危及中國(guó)的水資源安全、糧食安全、能源安全以及中國(guó)政治體系的穩(wěn)定性與合法性,等等。氣候變化對(duì)中國(guó)國(guó)家安全的影響是廣泛的,未來的影響將繼續(xù)增大。因此,中國(guó)不僅應(yīng)該把應(yīng)對(duì)氣候變化納入國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展規(guī)劃,還應(yīng)該將其置于總體國(guó)家安全觀的框架下統(tǒng)籌規(guī)劃。在現(xiàn)有的國(guó)家應(yīng)對(duì)氣候變化戰(zhàn)略和機(jī)制體制基礎(chǔ)上,中國(guó)應(yīng)該牢固樹立氣候變化事關(guān)中國(guó)國(guó)家安全的觀念,從維護(hù)國(guó)家安全的高度看待應(yīng)對(duì)氣候變化;進(jìn)一步加強(qiáng)軍民間協(xié)作,形成軍民一體的應(yīng)對(duì)氣候變化格局;高度重視中國(guó)軍隊(duì)新軍事變革中的綠色低碳因素,著力打造一支綠色低碳軍隊(duì);加快氣候變化立法進(jìn)程,盡快出臺(tái)應(yīng)對(duì)氣候變化法。
[Abstract]:Climate change leads to the rise of sea level, the increase of extreme climate events, the melting of glaciers, the acidification of the ocean, the decrease of biodiversity and other natural ecological environment changes, which will contribute to China's homeland security and military security. Economic security, social security, ecological security, resource security, nuclear safety and political security have had many negative effects. The increase in extreme weather and weather events threatens the safety of Chinese military personnel, equipment and facilities, and restricts the formation and enhancement of the combat effectiveness of the troops; Climate change endangers China's water security, food security, energy security, stability and legitimacy of China's political system, and so on. The impact of climate change on China's national security is extensive. The future impact will continue to grow. Therefore, China should not only integrate the response to climate change into its national economic and social development plans. It should also be integrated and planned within the framework of the overall national security concept. On the basis of the existing national strategy and institutional framework for combating climate change, China should firmly establish the concept that climate change concerns China's national security. Addressing climate change from the perspective of national security; Further strengthen the cooperation between the army and the civilian population to form a military-civilian response to climate change; Attach great importance to the green and low-carbon factors in the new military reform of the Chinese military, and strive to create a green low-carbon army; Speed up the process of climate change legislation, as soon as possible to combat climate change law.
