【摘要】：歐洲聯(lián)盟是集政治、經(jīng)濟于一身并在國際上具有巨大影響力的區(qū)域性組織,英國作為歐盟的成員國,它與歐盟的關(guān)系問題一直受到國際社會的重點關(guān)注。但是英國自加入歐共體以來對歐盟一直半心半意,矛盾分歧不斷。英國主導(dǎo)建立EFTA來抗衡歐共體,反對統(tǒng)一貨幣堅持使用英鎊不參與歐元區(qū),在“財政契約”問題上毫不退讓,在對外交往中,奉行“大西洋主義”親美疏歐,與法、德等歐洲國家保持距離。2013年1月,卡梅倫政府發(fā)表英歐關(guān)系的倫敦演說,聲稱將是否退出歐盟問題舉行全民公決……英國在歐盟內(nèi)部頻生事端,可謂一個十足的“蹩腳者”。反觀其他歐洲國家,土耳其自1963年以來就一直謀求加入歐共體,幾十年來孜孜不倦,烏克蘭甚至因為政府延遲加入歐盟的決定引起大規(guī)模沖突幾乎導(dǎo)致國家分裂,這與英國在對待歐盟問題上的態(tài)度形成了鮮明的對比,歐盟內(nèi)的英國想退出,歐盟外的烏克蘭等國家極力的想加入。同是歐洲國家,為何會有如此大的反差。英國在對待歐盟問題上中緣何如此,這有著深刻的歷史社會根源。 本文立意英國與歐盟的關(guān)系問題,分析的重點就是英國對歐盟若即若離的動因。在重點論述英歐關(guān)系之前本文首先對英國外交的理論基礎(chǔ)作了較為詳細(xì)的分析,并對英歐關(guān)系的發(fā)展歷程進行了具體的梳理。在分析英國對歐洲半心半意原因時,主要從內(nèi)外兩個方面展開論述,并表明本文的觀點即無論是英國國內(nèi)的政治需要,還是從歐盟角度分析亦或是外部因素的影響,英國在短期內(nèi)都不會輕易退出歐盟,最后分析英歐關(guān)系的發(fā)展前景。
[Abstract]:The European Union is a political, economic and international regional organization with great influence. Britain is a member of the European Union. Its relationship with the European Union has been the focus of the international community, but since Britain joined the European Community has been half-hearted, contradictions and differences. Britain has led the establishment of the EFTA to counterbalance the European Community. Opposing the use of sterling as a single currency, not taking part in the euro zone, making no concession on the issue of the "fiscal compact", and pursuing "Atlantic doctrine", pro-US and Euro-friendly, and France in external relations. Germany and other European countries keep their distance. On January 2013, the Cameron government delivered a London speech on the relationship between Britain and Europe, saying it would hold a referendum on whether to leave the European Union. In contrast to other European countries, Turkey has been seeking to join the European Community since 1963 and has worked tirelessly for decades. Ukraine has even suffered from a massive conflict over the government's decision to delay membership in the European Union, in stark contrast to Britain's attitude towards the EU, which wants to leave. Outside the European Union, Ukraine and other countries are eager to join. Why is there such a big contrast between the European countries and the other countries? why is it so in Britain's treatment of the European Union? this has profound historical and social roots. This paper focuses on the relationship between Britain and the European Union. The focus of the analysis is the motivation of Britain to stay away from the European Union. Before focusing on the relationship between Britain and Europe, this paper first makes a more detailed analysis of the theoretical basis of British diplomacy. In the analysis of the British half-hearted reasons for Europe, mainly from the internal and external two aspects to discuss the development of the relationship between Britain and Europe. This paper also shows that no matter the political needs of the United Kingdom, or from the perspective of the European Union or the impact of external factors, the United Kingdom will not easily leave the European Union in the short term. Finally, the prospect of the development of the relationship between Britain and Europe is analyzed.
