【摘要】：海洋是人類賴以生存和發(fā)展的環(huán)境之一,海權(quán)在人類利用海洋的過程中應運而生。馬漢指出,海權(quán)是一個國家或民族憑借海洋走向強大的一切東西。海權(quán)作為一種人類發(fā)展進程中的工具本身是客觀的、中性的,而作為人類主導下的一種社會活動,在不同社會中又表現(xiàn)為各類具有明顯倫理傾向的具體類型。中國海權(quán)是中國在經(jīng)略海洋的實踐中形成的具有中國特色的具體海權(quán)形式。中國特色海權(quán)貫穿于建國后的整體海權(quán)發(fā)展歷程,并具有明顯的整體性、綜合性、時代性等特征。國際與國內(nèi)環(huán)境在進入21世紀后出現(xiàn)了-系列變化,這些變化既構(gòu)成了中國特色海權(quán)發(fā)展變化的新環(huán)境,也催生了進一步建設的一系列動因和困境。在中國海權(quán)建設原則的指導下,結(jié)合新形勢下的國家戰(zhàn)略、需要以及國力等考量,中國特色海權(quán)需要也必然會產(chǎn)生如下嬗變：由經(jīng)濟與軍事協(xié)調(diào)發(fā)展轉(zhuǎn)變?yōu)橥怀鲩_放性海上經(jīng)濟力量的發(fā)展,由原有的封閉狀態(tài)的自我保護轉(zhuǎn)向服務于全球化條件下國家戰(zhàn)略的開放性海上力量發(fā)展。在新的海權(quán)結(jié)構(gòu)下,強大的海上經(jīng)濟力量不僅將成為國家發(fā)展的持續(xù)動力源,更要作為多維世界里維護國家安全的主要力量；重新定位后的軍事力量,不僅要在履行國際責任的新指向下開展具體力量建設,更應積極著眼于發(fā)揮對經(jīng)濟發(fā)展的輔助推動作用。中國特色海權(quán)在新形勢下的一系列調(diào)整直接體現(xiàn)在海權(quán)的具體建設當中,尤其是各類海上力量的具體建設當中。這主要表現(xiàn)為：推行積極進取的海洋經(jīng)濟戰(zhàn)略,構(gòu)建強大的海洋勘探、開發(fā)、造船、運輸?shù)饶芰�；推行積極防御的遠洋軍事戰(zhàn)略,構(gòu)建積極履行國際義務、維護國家海洋利益、服從國家發(fā)展需要的精干、現(xiàn)代化的遠洋海軍：實現(xiàn)近海職能的交接,構(gòu)建統(tǒng)一、高效的近海維權(quán)執(zhí)法力量,解決中國海洋爭議。這些力量將為中國實現(xiàn)和平崛起提供一個良好的國際環(huán)境,并為最終建立起一個具有中國特色的海洋強國提供強大的資源和力量支撐。
[Abstract]:The ocean is one of the environments on which human beings depend for their survival and development. Sea power arises at the historic moment in the process of human utilization of the sea, Ma Han pointed out. As a tool in the process of human development, sea power is objective and neutral, and it is a kind of social activity led by human beings. The sea power in China is a specific form of sea power with Chinese characteristics formed in the practice of economic and marine development. The sea power with Chinese characteristics runs through the founding of the people's Republic of China. After the overall sea rights development process. The international and domestic environment has a series of changes since 21th century. These changes have formed a new environment for the development and change of sea power with Chinese characteristics. It also gave birth to a series of motives and dilemmas for further construction. Under the guidance of the principles of maritime power construction in China, combined with the new situation of national strategy, needs and national strength considerations. The need for maritime power with Chinese characteristics will inevitably produce the following changes: from the coordinated development of economy and military to the development of outstanding open economic power at sea. From the original closed state of self-protection to the development of open maritime forces serving the national strategy under the condition of globalization, under the new maritime power structure. The powerful marine economic power will not only become the sustainable power source of national development, but also be the main force to safeguard national security in the multidimensional world. After repositioning the military force, we should not only carry out concrete force construction under the new direction of fulfilling international responsibilities. In the new situation, a series of adjustments of sea power with Chinese characteristics are directly reflected in the concrete construction of sea power. Especially in the concrete construction of all kinds of marine forces, which mainly shows as follows: to carry out the aggressive marine economic strategy, to build a strong marine exploration, development, shipbuilding, transportation and other capabilities; To carry out the ocean-going military strategy of active defense, to construct an ocean-going military strategy, to actively fulfill international obligations, to safeguard the national maritime interests, to serve the needs of national development, and to modernize the ocean-going navy: to realize the handover of offshore functions, and to build unity. Efficient enforcement of offshore rights and the resolution of China's maritime disputes. These forces will provide a favorable international environment for China to achieve its peaceful rise. And for the ultimate establishment of a marine power with Chinese characteristics to provide strong resources and strength support.
