【摘要】：中美關(guān)系是21世紀(jì)最重要、最復(fù)雜的雙邊關(guān)系，同時也是爭議最多分歧最大的一對關(guān)系。兩國關(guān)系的發(fā)展?fàn)顩r不僅直接關(guān)系到中美各自國內(nèi)的發(fā)展，而且對世界政治、經(jīng)濟、文化的發(fā)展具有廣泛、深刻、久遠的影響。自新中國成立的60多年來，中美關(guān)系可謂大起大落，跌宕起伏，其背后的根本推動力正是在于兩國的國家利益。新世紀(jì)以來，中美關(guān)系的內(nèi)涵越來越豐富，合作領(lǐng)域不斷擴大，同時仍然存在矛盾分歧，但是中美的共同利益大于分歧，合作是主流。從國家利益的角度來分析，國與國之間存在利益分歧是必然的，重要的是怎么看待并怎么解決這些利益分歧。近年來隨著中美兩國的國力發(fā)生變化，中美關(guān)系的矛盾表現(xiàn)得更為突出，并對中美關(guān)系的穩(wěn)定發(fā)展產(chǎn)生了不利影響。作為當(dāng)今國際關(guān)系中最重要的雙邊關(guān)系，中美關(guān)系的發(fā)展?fàn)顟B(tài)及其趨勢不僅對兩國國內(nèi)而且對亞太乃至世界和平與發(fā)展具有舉足輕重的影響。因此對兩國領(lǐng)導(dǎo)人來說怎樣讓兩國關(guān)系不斷往有利的方向去發(fā)展變成了非常重要而現(xiàn)實的問題。在這種背景下，中美兩國領(lǐng)導(dǎo)人都意識到，構(gòu)建中美新興大國關(guān)系是避免兩國關(guān)系走向沖突的唯一選擇。2011年，胡錦濤主席訪美時，兩國首腦達成了建立相互尊重、互利共贏的合作伙伴關(guān)系的共識。2012年，習(xí)近平副主席訪美時，提出了中美間建立新型大國關(guān)系的提倡。黨的十八大報告指出：“我們將改善和發(fā)展同發(fā)達國家關(guān)系，拓寬合作領(lǐng)域，妥善處理分歧，推動建立長期穩(wěn)定健康發(fā)展的新型大國關(guān)系�！边@標(biāo)志著構(gòu)建新型大國關(guān)系已經(jīng)達到了黨內(nèi)的高度確認，也為繼續(xù)推動中國和平發(fā)展提供了新思路。中美兩國構(gòu)建新型大國關(guān)系不僅是可能的而且是必要的。兩國在經(jīng)濟領(lǐng)域的相互依存度不斷加強、在政策定位上兩國都主張合作、兩國間存在著高層次，廣領(lǐng)域的磋商機制。這些因素為中美兩國構(gòu)建新型大國關(guān)系提供了現(xiàn)實基礎(chǔ)，并使兩國構(gòu)建新型大國關(guān)系變成了可能。中美兩國構(gòu)建新型大國關(guān)系要拋棄冷戰(zhàn)思維，創(chuàng)造共同發(fā)展道路、深化戰(zhàn)略互信，減少戰(zhàn)略互疑、包容彼此的差異，注重相互尊重、深化合作程度，，共同面對現(xiàn)實挑戰(zhàn)。
[Abstract]:Sino-US relations are the most important and complex bilateral relations in 21th century, and also the most controversial and most divisive relationship. The development of bilateral relations is not only directly related to the domestic development of China and the United States. Moreover, the development of world politics, economy and culture has a broad, profound and long-lasting influence. Since the founding of New China more than 60 years ago, Sino-US relations can be described as ups and downs, ups and downs. The fundamental driving force behind this lies in the national interests of the two countries. Since the new century, Sino-US relations have become increasingly rich in connotation and scope of cooperation, while at the same time there are still contradictions and differences. However, the common interests of China and the United States are greater than differences, and cooperation is the mainstream. From the point of view of national interests, it is inevitable that there are differences of interests between countries. What matters is how to view and resolve these differences of interest. In recent years, as the national strength of China and the United States has changed, the contradictions between China and the United States have become even more prominent. It has had a negative impact on the stable development of Sino-US relations, which is the most important bilateral relationship in international relations today. The development state and trend of Sino-US relations have a decisive influence not only on the peace and development of the two countries, but also on the Asia-Pacific region and the world at large. Therefore, how to make the relations between the two countries go in a favorable direction for the leaders of the two countries? Development has become a very important and realistic issue. In this context. Leaders of China and the United States have realized that building a relationship between China and the United States is the only option to avoid a conflict between the two countries. In 2011, when President Hu Jintao visited the United States, the two heads of state agreed to establish mutual respect. A consensus on a mutually beneficial partnership. On 2012, Vice President Xi Jinping visited the United States. The report of the 18 National Congress of the CPC pointed out: "We will improve and develop relations with developed countries, broaden areas of cooperation, and properly handle differences." Promote the establishment of a long-term, stable and healthy development of a new type of power relations. "this marks the establishment of a new type of power relations have reached a high degree of recognition within the party. It also provides a new way of thinking for the continued promotion of China's peaceful development. It is not only possible but also necessary for China and the United States to build a new type of great power relationship. The mutual dependence of the two countries in the economic field is constantly strengthening. In terms of policy orientation, both countries advocate cooperation, and there is a high-level and wide-ranging consultation mechanism between the two countries. These factors provide a realistic basis for China and the United States to build a new type of great power relationship. It makes it possible for the two countries to build a new type of great power relationship. China and the United States should abandon the Cold War thinking, create a common path of development, deepen strategic mutual trust, reduce strategic mutual doubt, and tolerate differences between the two countries. We should pay attention to mutual respect, deepen cooperation, and face real challenges together.
