【摘要】：進入21世紀，中老關系發(fā)展越來越迅速。伴隨著兩國黨和政府建立的方針政策，兩國關系呈現(xiàn)出長期穩(wěn)定、相互信任、友好合作、全面發(fā)展的態(tài)勢。 1961年4月25日是一個對中老兩國都具有歷史意義的一天，老撾與中國在這一天正式建立外交關系，標志著中老兩國關系進入了一個新的發(fā)展階段。到了七八十年代，，兩國關系呈下滑的走勢，雙方的交流與合作越來越少。1989年是一個轉折，從這一年開始兩國關系又逐漸恢復正常。從剛開始兩國領導人頻繁互訪，到后來的各個方面和各個領域的友好交流與合作，都充分說明了雙方合作關系得到了全面恢復和進一步的發(fā)展，而且合作領域比之前有所擴大。進入21世紀以后，整個國際社會經(jīng)濟的發(fā)展速度越來越快，并且日趨穩(wěn)定。在國際社會經(jīng)濟穩(wěn)定發(fā)展的影響下，中國和老撾的政治關系、文化交流、經(jīng)濟增長、軍事合作等方面的交流發(fā)展也不斷的深入。中老兩國有共同的發(fā)展目標，走同樣的發(fā)展道路，都是以馬克思主義思想為指導，走社會主義發(fā)展道路。中老兩國的國家性質相同，人民生活水平大致相同，擁有共同的理想目標，除此之外，中老雙方都堅持和平共處、共同發(fā)展的友好原則，并且以切實提高人民生活水平為目標，所以兩國都將致力于為發(fā)展民主、富強、文明的社會主義國家而奮斗。 全文共分五章： 第一章主要研究老撾對華政策的發(fā)展歷史。筆者將其分為兩個階段進行研究，第一階段是60年代初至80年代初老撾對華政策；第二階段是90年代至21世紀初，筆者對每一階段的老撾對華政策的主要內容、特點及其影響進行了分析。 第二章探討21世紀初老撾對華政策制定的主要背景，分別從國內背景、國際背景以及中老關系發(fā)展的需求三方面進行了探討。 第三章筆者從政治、經(jīng)濟以及文化等方面分析了21世紀初老撾對華政策的主要內容。 第四章筆者分析了21世紀初老撾對華政策的主要特點及存在的問題。 第五章筆者對老撾對華政策的走向進行了分析，首先研究了老撾對華政策的影響因素，其次對老撾對華政策的發(fā)展趨勢進行了預測。 最后是論文的結論部分。在這一部分中，由于中老關系的發(fā)展歷經(jīng)坎坷，建立關系之初一直存在很多問題，所以此部分主要針對這些問題深入研究相應的對策和方案。 論文主要運用了大量的舉例論證法，對老撾對華政策的歷史演變和發(fā)展現(xiàn)狀進行了分析論證。運用定量分析法，分析老撾對華政策的主要影響因素。并通過對比分析法研究了老撾對華政策自建交以來發(fā)生的曲折變化，除此之外，論文還運用了理論分析法以及數(shù)據(jù)分析法。
[Abstract]:Entering the twenty-first Century, the relationship between China and the old is developing faster and faster. Along with the policies and guidelines established by the two parties and governments, bilateral relations show long-term stability, mutual trust, friendly cooperation and all-round development.
April 25, 1961 is a historic day for Laos, Laos and Chinese on this day formally established diplomatic relations, marking the old bilateral relations have entered a new stage of development. In 70s and 80s, the relations between the two countries showed a downward trend, exchanges and cooperation between the two sides is less and less.1989 is a turning point, from the beginning of the year of relations between the two countries gradually returned to normal. From the beginning of the leaders of the two countries frequent visits, friendly exchanges and cooperation to the different aspects and fields, has fully demonstrated the cooperation between the two sides has been fully restored and further development, and cooperation in the field of expanded before entering. After twenty-first Century, the entire international community economic development faster and faster, and more stable in affect the stability and development of the international economy, Chinese and Lao political relations, culture Exchanges, economic growth, military cooperation and exchanges in such development has been deepened. The old countries have common development goals, go the same way, is based on Marx's ideology as the guide, taking the socialist road of development. The nature of the state in Laos is the same as that of the people's living standards are roughly the same, with the ideal goal together, in addition, in the old both sides adhere to peaceful coexistence, friendship and common development principles, and to improve people's living standards as the goal, so the two countries will be committed to the development of democratic, prosperous, civilized socialist country and struggle.
The full text is divided into five chapters.
The development history of Laos China policy the first chapter mainly studies. The author will be divided into two stages, the first stage is the beginning of the 60s to the early 80s Laos China policy; the second stage is from 90s to early twenty-first Century, the Laos China policy at each stage of the main contents, characteristics and influence are analyzed.
The second chapter discusses the main background of Laos policy making in China in the early twenty-first Century, and discusses the three aspects from the domestic background, the international background and the needs of the development of Sino Lao relations.
The third chapter analyzes the main contents of Laos policy to China in the early twenty-first Century from the aspects of political, economic and cultural aspects.
In the fourth chapter, the author analyses the main characteristics and problems of Laos policy to China in the early twenty-first Century.
In the fifth chapter, the author analyzes the trend of Laos' policy toward China, first studies the influencing factors of Laos' China policy, and then predicts the development trend of Laos' China policy.
The last part is the conclusion of the paper. In this part, because of the rough development of the relationship between China and the old, there are many problems at the beginning of the relationship, so this part mainly studies the corresponding countermeasures and plans for these problems.
This paper mainly uses a large number of examples, analyzes the historical evolution and current situation of the development of Laos's policy towards China. Using quantitative analysis method, analysis on the main factors influencing the Laos China policy. And to study the Laos China policy to the establishment of diplomatic twists and turns to occur by the method of comparative analysis, in addition, the paper also by using the theoretical analysis method and data analysis method.
