【摘要】：近些年來,隨著“經(jīng)營城市”理念的提出,各地各種房地產(chǎn)開發(fā)建設(shè)項目、拆遷工作也陸陸續(xù)續(xù)的展開。從一個角度來說,它確實是以較高的效率推動了城市進(jìn)程,改善了城市規(guī)劃與形象,提高城市生活品位,從另一方面來說,它使被拆遷方的生活狀況得到惡化,這也使得社會矛盾被激化。由于城市房屋拆遷而引發(fā)政府、拆遷方、被拆遷方三者間的利益與矛盾沖突越來越被激化,隨之而來的一系列社會問題與矛盾沖突也逐漸受到社會各界的廣泛關(guān)注,發(fā)展為一時的社會焦點。 長久以來,城市房屋拆遷問題作為當(dāng)前社會被廣泛關(guān)注的熱點問題之一,也是理論界普遍關(guān)注的一個焦點。在2011年由北京市信訪辦與零點集團新組建的社會矛盾與社會問題獨立觀察與對策分析研究中心發(fā)布了首個分析研究成果——城市房屋拆遷系列調(diào)查成果表明,拆遷矛盾已經(jīng)發(fā)展為現(xiàn)階段我國社會矛盾中一個顯著矛盾與主要問題。 城市房屋拆遷是一個關(guān)系到城市建設(shè)發(fā)展,保護(hù)群眾利益、維護(hù)社會穩(wěn)定、推進(jìn)城市化進(jìn)程同時拉動經(jīng)濟發(fā)展的重大現(xiàn)實問題。國內(nèi)對于此問題的分析研究近兩年漸成熱點,但總體上說,當(dāng)前對城市房屋拆遷相關(guān)問題的分析研究還比較零散,系統(tǒng)全面而深入的理論分析研究不十分完善。來源于實踐性的總結(jié)與調(diào)研內(nèi)容多,提高到社會學(xué)、管理學(xué)理論方面的分析研究少,指導(dǎo)實踐的理論成果更少。國外關(guān)于該問題的分析研究也不多,大部分是在政府征用與城市公共管理方面有所涉及。 中國社會長期以來對社會矛盾普遍有一種恐懼心理,解決社會矛盾最常見的是你爭我斗的“零和博弈”模式,而之所以會有矛盾的大部分癥結(jié)便在于博弈的失衡。從現(xiàn)實發(fā)展情況看,城市房屋拆遷中對社會矛盾問題的分析研究,是國內(nèi)城市建設(shè)與發(fā)展中所必須解決的一個深遠(yuǎn)的理論與現(xiàn)實問題。本文主要借由分析研究我國城市房屋拆遷中社會矛盾產(chǎn)生的內(nèi)在原因,及當(dāng)前我國社區(qū)組織現(xiàn)狀與具有的問題,提出在城市房屋拆遷過程中,成熟社區(qū)組織的構(gòu)建。適時把社區(qū)組織引入拆遷矛盾的解決,不僅是對政府主導(dǎo)下拆遷管理模式的有益補充,與此同時對于完善相關(guān)理論以及拆遷政策具有深遠(yuǎn)而積極的重大作用。
[Abstract]:In recent years, with the concept of "managing the city" put forward, a variety of real estate development and construction projects, demolition work has also been carried out one after another. From one point of view, it does promote the process of the city with high efficiency, improve the planning and image of the city, improve the taste of urban life, on the other hand, it makes the living conditions of the demolished party deteriorate, which also intensifies the social contradictions. Due to the demolition of urban houses, the interests and contradictions between the government, the demolition party and the demolished party are becoming more and more intensified, and a series of social problems and conflicts have gradually been paid more and more attention by all walks of life, and have developed into a temporary social focus. For a long time, the problem of urban housing demolition, as one of the hot issues widely concerned in the current society, is also a focus of attention in the theoretical circle. In 2011, the newly established Center for Independent observation and Countermeasures of Social contradictions and Social problems set up by Beijing Letters and visits Office and Zero Group released the first analysis and research result-the series of investigation results of urban housing demolition, which shows that the contradiction of demolition has developed into a significant contradiction and main problem in the social contradiction of our country at the present stage. Urban housing demolition is an important practical problem related to the development of urban construction, the protection of the interests of the masses, the maintenance of social stability, and the promotion of urbanization and economic development at the same time. The domestic analysis and research on this issue has become a hot topic in the past two years, but on the whole, the current analysis and research on the related issues of urban housing demolition is still relatively scattered, and the systematic comprehensive and in-depth theoretical analysis and research is not very perfect. There are many practical summary and research contents, which are improved to sociology, and the theoretical results of management theory are less, and the theoretical results of guiding practice are even less. There are few analysis and research on this problem in foreign countries, most of which are involved in government expropriation and urban public management. For a long time, Chinese society has a general fear of social contradictions, the most common way to solve social contradictions is the "zero-sum game" model, and most of the crux of the contradiction lies in the imbalance of the game. From the point of view of practical development, the analysis and study of social contradictions in urban housing demolition is a far-reaching theoretical and practical problem that must be solved in urban construction and development in China. Based on the analysis and study of the internal causes of social contradictions in urban housing demolition in China, as well as the current situation and problems of community organizations in China, this paper puts forward the construction of mature community organizations in the process of urban housing demolition. Timely introduction of community organizations to the resolution of demolition contradictions is not only a useful supplement to the government-led demolition management model, but also plays a far-reaching and positive role in perfecting the relevant theories and demolition policies.
