城市居家養(yǎng)老新模式：虛擬養(yǎng)老院的可復(fù)制性研究

【摘要】：面對愈演愈烈的人口老齡化,傳統(tǒng)的家庭養(yǎng)老與機構(gòu)養(yǎng)老已經(jīng)不能滿足老年人日趨多樣的養(yǎng)老需求,也給政府和家庭帶來了巨大的壓力。虛擬養(yǎng)老服務(wù)模式正是在這種背景下被創(chuàng)新發(fā)展的,是社區(qū)居家養(yǎng)老服務(wù)模式的一種,通過信息化的網(wǎng)絡(luò)連接提供養(yǎng)老福利的多個部門(政府、市場和家庭),招納社會力量,開拓養(yǎng)老服務(wù)消費市場為老年人提供養(yǎng)老服務(wù)。本文以福利多元主義、合作主義模式和社區(qū)照顧理論作為虛擬養(yǎng)老院運行的理論基礎(chǔ),指導(dǎo)虛擬養(yǎng)老服務(wù)模式在政府、市場、非盈利組織的合作下,以社區(qū)為服務(wù)半徑開展養(yǎng)老服務(wù)。虛擬養(yǎng)老服務(wù)模式由這幾個合作的福利部門相互合作提供內(nèi)容全面、針對性強、方式多樣、范圍廣的養(yǎng)老服務(wù),節(jié)約了養(yǎng)老成本,擴展了市場。政府是虛擬養(yǎng)老院的中心支撐,為其提供資金支持和為加盟的企業(yè)提供稅收優(yōu)惠,社區(qū)是虛擬養(yǎng)老院的主要依托,管理監(jiān)督虛擬養(yǎng)老院的運行并為其提供豐富的養(yǎng)老服務(wù)資源,社會組織是虛擬養(yǎng)老院的提供主體,而信息技術(shù)則是虛擬養(yǎng)老服務(wù)模式的運行關(guān)鍵。 本文在分析了蘇州滄浪區(qū)“鄰里情”虛擬養(yǎng)老院和甘肅省蘭州市城關(guān)區(qū)虛擬養(yǎng)老院的運行情況之后,具體描述了這一模式在全國的發(fā)展?fàn)顩r,然后結(jié)合對北京市西城區(qū)月壇街道虛擬養(yǎng)老院的實際調(diào)研狀況,充分論證了虛擬養(yǎng)老服務(wù)模式的可復(fù)制性。虛擬養(yǎng)老服務(wù)模式不僅有利于滿足老年人多元化的養(yǎng)老服務(wù)需求,有助于解決社區(qū)下崗失業(yè)職工再就業(yè)的問題,有助于促進老年人群體的社會化,還節(jié)約了政府養(yǎng)老經(jīng)費的支出,是應(yīng)對老齡化難題的關(guān)鍵措施,值得被全國其他地區(qū)復(fù)制推廣。但復(fù)制虛擬養(yǎng)老服務(wù)模式,一定要有政府的大力支持,社會力量的廣泛參與,以及信息技術(shù)的進步與發(fā)展和日趨成熟的養(yǎng)老服務(wù)市場。有了這些因素和條件的支持,虛擬養(yǎng)老服務(wù)模式才可能在被其他城市復(fù)制后,良好的運營下去,來解決日趨嚴(yán)重的老齡化難題。
[Abstract]:In the face of the increasing aging of the population, the traditional family pension and institutional pension can no longer meet the increasingly diverse needs of the elderly, but also bring great pressure to the government and families. Under this background, the virtual pension service model is innovated and developed, and it is a kind of community home pension service mode. Many departments (government, market and family) that provide pension benefits through information network connection, recruit social forces, open up the consumer market of pension services to provide pension services for the elderly. This paper takes welfare pluralism, cooperative model and community care theory as the theoretical basis for the operation of virtual nursing homes, and guides the virtual pension service model to carry out pension services with the cooperation of the government, the market and non-profit organizations with the community as the service radius. The virtual pension service mode provides a comprehensive, targeted, diverse and wide range of pension services by these cooperative welfare departments, which saves the cost of providing for the aged and expands the market. The government is the central support of the virtual nursing home, providing financial support for it and providing tax concessions for the joined enterprises. The community is the main support of the virtual nursing home. It manages and supervises the operation of the virtual nursing home and provides it with rich old-age service resources. The social organization is the main body of the virtual nursing home, and information technology is the key to the operation of the virtual pension service model. After analyzing the operation of the virtual nursing home in Canglang District of Suzhou and the virtual nursing home in Chengguan District of Lanzhou City, Gansu Province, this paper describes the development of this model in China, and then fully demonstrates the replicability of the virtual pension service model in combination with the actual investigation of the virtual nursing home in Yuetan Street, Xicheng District, Beijing. The virtual old-age service model is not only helpful to meet the diversified old-age service needs of the elderly, help to solve the problem of community laid-off and unemployed workers re-employment, help to promote the socialization of the elderly group, but also save the expenditure of government pension funds, which is the key measure to deal with the aging problem, and is worthy of being replicated and popularized by other parts of the country. However, to replicate the virtual pension service model, we must have the strong support of the government, the extensive participation of social forces, the progress and development of information technology and the increasingly mature old-age service market. With the support of these factors and conditions, the virtual pension service model can be replicated by other cities and operate well to solve the increasingly serious aging problem.
