【摘要】：余天休是我國近現(xiàn)代著名學(xué)者,他在"合適之動(dòng)"和社會(huì)進(jìn)化論基礎(chǔ)上探討社會(huì)管理規(guī)律,分析群治的類型及群治與社會(huì)秩序的關(guān)系,總結(jié)歸納出社會(huì)治理中的"術(shù)治"。術(shù)治區(qū)別于硬性管理和軟權(quán)力,介于這二者之間,可謂是聰明的權(quán)力。術(shù)治包含了我國古老的管理智慧,包括權(quán)謀、術(shù)數(shù)、世故、禮教等,社會(huì)心理中的頌揚(yáng)、偏見、宣傳,也是體現(xiàn)術(shù)治的途徑。余天休指出,在術(shù)治的背后,處于第一位的是人,包括用人、助人、與人合作之道。由此,加強(qiáng)個(gè)體道德修養(yǎng)和行業(yè)風(fēng)紀(jì)成為加強(qiáng)群治、術(shù)治有效運(yùn)作的主體條件。
[Abstract]:Yu Tianxiu is a famous scholar in modern China. On the basis of "appropriate movement" and social evolution theory, he probes into the law of social management, analyzes the types of group governance and the relationship between group governance and social order, and sums up the "technical governance" in social governance. Technical governance is different from hard management and soft power, between which it can be described as smart power. Surgical management includes the ancient management wisdom of our country, including tricks, skills, worldly events, etiquette, etc., praise, prejudice and propaganda in social psychology are also the ways to reflect the management of art. Yu Tianxiu pointed out that behind the treatment, people, including employing, helping others, and working with others, are in the first place. Therefore, strengthening individual moral cultivation and industry style and discipline has become the main condition to strengthen group governance and effective operation.
