社會工作與未成年解教人員社會融入問題研究

【摘要】:黨的十八報告中指出:“加強和創(chuàng)新社會管理,改進政府提供公共服務方式,引導社會組織健康有序發(fā)展,充分發(fā)揮群眾參與社會管理的基礎作用,完善和創(chuàng)新流動人口和特殊人群管理服務!蔽闯赡杲饨倘藛T作為一個特殊的社會弱勢群體,其社會融入問題已經(jīng)引起黨和國家的高度關注。解決他們的社會融入問題,不僅關系到該群體的健康成長,也是構建和諧社會和創(chuàng)新社會管理的重要內(nèi)容。社會工作作為優(yōu)化社會服務的重要手段之一,對恢復和發(fā)展未成年解教人員的社會功能、促進其社會融入、維護社會的穩(wěn)定具有重要的作用。 本文立足于社會工作系統(tǒng)理論和增權的分析理論,運用社會學的定性研究方法,對長沙市8名未成年解教人員進行個案訪談。在資料整理的基礎上,深入分析了未成年解教人員的社會融入現(xiàn)狀和融入困境,探討了在社會工作理論的指導下,如何幫助未成年解教人員走出困境并順利地融入社會,并在此基礎上提出了相應的對策。 本研究結果表明:未成年解教人員在身份融入、家庭融入、社會交往融入、職業(yè)融入層面存在很多問題。其身份融入問題表現(xiàn)為身份認同邊緣化、社會歸屬感低;家庭融入問題表現(xiàn)為家庭結構不完整、家庭矛盾突出,心理負擔重、內(nèi)心感受易被忽視;社會交往融入問題表現(xiàn)為缺少正確的交往意識、交往能力有待提高,社會資本單一、支持網(wǎng)絡薄弱,社會排斥感強、社會參與程度低;職業(yè)融入的問題表現(xiàn)為人力資本低、就業(yè)渠道狹窄,工作的滿意程度低。 社會工作作為化解社會矛盾、促進社會公平、維護弱勢群體權益的有效手段,應充分利用其專業(yè)優(yōu)勢促進未成年解教人員的社會融入。本文在整合社會工作系統(tǒng)理論和增權理論的基礎上,運用個案、小組、社區(qū)等社會工作方法,充分利用各種社會資源,促進未成年解教人員的社會融入。可以從以下幾個方面入手:一是社會工作應注重提高未成年解教人員自身能力素質(zhì)。二是社會工作應注重改善未成年解教人員的環(huán)境系統(tǒng)。三是社會工作應注重倡導社會政策的變革。
[Abstract]:In its eighteenth report, the Party pointed out: "strengthen and innovate social management, improve the way the government provides public services, guide the healthy and orderly development of social organizations, give full play to the basic role of mass participation in social management, and improve and innovate the management services of floating population and special groups." As a special social vulnerable group, the social integration of minors has attracted great attention of the party and the state. Solving their social integration problem is not only related to the healthy growth of the group, but also an important part of building a harmonious society and innovative social management. As one of the important means to optimize social service, social work plays an important role in restoring and developing the social function of minors, promoting their social integration and maintaining social stability. Based on the theory of social work system and the theory of empowerment, this paper uses the qualitative research method of sociology to interview 8 minors in Changsha. On the basis of data collation, this paper deeply analyzes the present situation and predicament of the social integration of the minors, probes into how to help the minors out of the predicament and integrate into the society smoothly under the guidance of the theory of social work, and puts forward some corresponding countermeasures on this basis. The results of this study show that there are many problems in identity integration, family integration, social communication integration and occupational integration. The problem of identity integration is characterized by marginalization of identity and low sense of social belonging; family integration is characterized by incomplete family structure, prominent family contradictions, heavy psychological burden and easy to ignore inner feelings. The problem of social integration is the lack of correct communication consciousness, communication ability to be improved, single social capital, weak support network, strong sense of social exclusion and low degree of social participation, and the problem of social integration is characterized by lack of correct communication consciousness, lack of communication ability, single social capital, weak support network, strong sense of social exclusion and low degree of social participation. The problems of occupational integration are low human capital, narrow employment channels and low job satisfaction. As an effective means to resolve social contradictions, promote social equity and safeguard the rights and interests of vulnerable groups, social work should make full use of its professional advantages to promote the social integration of minors. On the basis of integrating the theory of social work system and the theory of empowerment, this paper makes full use of all kinds of social resources to promote the social integration of minors by using social work methods such as cases, groups, communities and so on. We can start from the following aspects: first, social work should pay attention to improving the ability and quality of minors. Second, social work should pay attention to improving the environmental system of minors. Third, social work should pay attention to advocating the reform of social policy.
