城市周邊鄉(xiāng)鎮(zhèn)基礎(chǔ)設(shè)施供給研究

【摘要】：我國正處在快速城市化階段,作為城市化先鋒的城市周邊鄉(xiāng)鎮(zhèn)在這一階段將會成為變化頻繁、發(fā)展迅速的地區(qū),其發(fā)展的好壞將直接影響城市化進程的速度和質(zhì)量。但是傳統(tǒng)的城市周邊鄉(xiāng)鎮(zhèn)發(fā)展模式給其帶來了很多問題,突出問題便是基礎(chǔ)設(shè)施配套供給的受重視程度遠低于城市市區(qū),加上城市周邊鄉(xiāng)鎮(zhèn)本身混亂的行政管理體制、不合理的財政制度以及傳統(tǒng)觀念下片面追求經(jīng)濟增長的影響,導(dǎo)致其基礎(chǔ)設(shè)施建設(shè)落后,供給遠遠滿足不了需求,嚴重影響了城市周邊鄉(xiāng)鎮(zhèn)健康、可持續(xù)的發(fā)展。 學(xué)術(shù)界此前對城市周邊鄉(xiāng)鎮(zhèn)基礎(chǔ)設(shè)施的供給現(xiàn)狀和問題不是很重視,少量的基礎(chǔ)設(shè)施供給研究也主要是針對城市市區(qū)和純農(nóng)村地區(qū),因此對城市周邊鄉(xiāng)鎮(zhèn)基礎(chǔ)設(shè)施供給進行研究,具有一定的意義。 本文主要工作和成果如下： (1)根據(jù)城市周邊鄉(xiāng)鎮(zhèn)基礎(chǔ)設(shè)施供給現(xiàn)狀,結(jié)合基礎(chǔ)設(shè)施和城市周邊鄉(xiāng)鎮(zhèn)的內(nèi)涵,找出引起城市周邊鄉(xiāng)鎮(zhèn)基礎(chǔ)設(shè)施供給現(xiàn)狀的原因和其癥結(jié)所在。 (2)根據(jù)分析所得的原因,得知城市周邊鄉(xiāng)鎮(zhèn)基礎(chǔ)設(shè)施供給落后的主要原因就是供給資金缺乏,但是解決資金瓶頸問題是一個較長的階段性過程,無法在短期內(nèi)解決城市周邊鄉(xiāng)鎮(zhèn)基礎(chǔ)設(shè)施供給問題,因此本階段工作就是從理論和技術(shù)層面分析研究,對基礎(chǔ)設(shè)施供給結(jié)構(gòu)進行優(yōu)化,決定供給的優(yōu)先順序：首先,參考學(xué)術(shù)界之前關(guān)于指標(biāo)體系建立的方法和相關(guān)統(tǒng)計學(xué)、經(jīng)濟學(xué)理論后,以及結(jié)合城市周邊鄉(xiāng)鎮(zhèn)的發(fā)展目標(biāo),利用層次分析法建立一套能夠反應(yīng)城市周邊鄉(xiāng)鎮(zhèn)發(fā)展的綜合指標(biāo)體系,然后,通過回歸模型,對每年各類基礎(chǔ)設(shè)施供給(固定資產(chǎn)投資)對社會經(jīng)濟發(fā)展影響進行計量分析,找出貢獻(點彈性)最大的基礎(chǔ)設(shè)施,這樣政府決策者就可以在基礎(chǔ)設(shè)施供給資金緊張的情況下,優(yōu)先供給對城市周邊鄉(xiāng)鎮(zhèn)發(fā)展促進作用大的基礎(chǔ)設(shè)施,帶動城市周邊鄉(xiāng)鎮(zhèn)經(jīng)濟社會發(fā)展,增加政府財政收入,間接增加基礎(chǔ)設(shè)施建設(shè)資金,從而形成基礎(chǔ)設(shè)施供給的良性循環(huán)。 (3)要從根本上解決城市周邊鄉(xiāng)鎮(zhèn)基礎(chǔ)設(shè)施供給面臨的問題,是一個長期工作,需要對現(xiàn)在的城市周邊鄉(xiāng)鎮(zhèn)的行政管理、財政體制、現(xiàn)行的基礎(chǔ)設(shè)施投融資方式和相關(guān)政策法規(guī)等進行改革優(yōu)化。本階段研究工作就是通過分析原有的制度體制、法律法規(guī),給出基于項目區(qū)分理論的城市周邊鄉(xiāng)鎮(zhèn)基礎(chǔ)設(shè)施供給優(yōu)化、改革城市周邊鄉(xiāng)鎮(zhèn)行政管理和財政制度以及促進城市周邊鄉(xiāng)鎮(zhèn)基礎(chǔ)設(shè)施投融資的相關(guān)政策建議。
[Abstract]:China is in the stage of rapid urbanization, as the vanguard of urbanization, villages and towns around the city will become frequent changes in this stage, the rapid development of areas, its development will directly affect the speed and quality of urbanization process. However, the traditional development model of villages and towns around the city has brought it a lot of problems, the outstanding problem is that the infrastructure supporting supply is much less valued than the urban area, coupled with the chaotic administrative system of the villages and towns around the city, unreasonable financial system and the influence of the one-sided pursuit of economic growth under the traditional concept, resulting in backward infrastructure construction and far from meeting the demand. It has seriously affected the health and sustainable development of villages and towns around the city. Academic circles have not attached great importance to the present situation and problems of township infrastructure supply around the city, and a small amount of infrastructure supply research is mainly aimed at urban areas and pure rural areas, so it is of certain significance to study the infrastructure supply of villages and towns around the city. The main work and achievements of this paper are as follows: (1) according to the present situation of infrastructure supply in villages and towns around the city, combined with the connotation of infrastructure and surrounding villages and towns, the causes and crux of infrastructure supply in villages and towns around the city are found out. (2) according to the reasons obtained from the analysis, we know that the main reason for the backwardness of infrastructure supply in villages and towns around the city is the lack of supply funds, but solving the bottleneck problem of funds is a long stage process, which can not solve the supply problem of infrastructure around the city in a short period of time. Therefore, the work in this stage is to analyze and study the infrastructure supply structure from the theoretical and technical levels, and optimize the infrastructure supply structure. Determine the priority of supply: first of all, referring to the previous academic methods and related statistics on the establishment of the index system, economic theory, and combined with the development goals of the surrounding towns and villages, a set of comprehensive index system which can reflect the development of the villages and towns around the city is established by using the analytic hierarchy process (AHP). Then, through the regression model, This paper makes a quantitative analysis of the impact of all kinds of infrastructure supply (fixed asset investment) on social and economic development every year, and finds out the infrastructure with the greatest contribution (point elasticity), so that government decision makers can give priority to the supply of infrastructure that plays an important role in promoting the development of villages and towns around the city, drive the economic and social development of villages and towns around the city, and increase government financial revenue, Indirectly increase the capital of infrastructure construction, thus forming a virtuous circle of infrastructure supply. (3) in order to fundamentally solve the problems faced by the infrastructure supply of villages and towns around the city, it is a long-term work. It is necessary to reform and optimize the administration, financial system, current investment and financing methods of infrastructure and related policies and regulations of the villages and towns around the city. The research work in this stage is to analyze the original system, laws and regulations, and give the relevant policy suggestions to optimize the infrastructure supply of villages and towns around the city, reform the administrative management and financial system of villages and towns around the city, and promote the investment and financing of infrastructure of villages and towns around the city.
