適度合作與中國政府購買公共服務(wù)中的政社關(guān)系——一個公眾視角的分析

【摘要】：購買公共服務(wù)是中國倡導(dǎo)社會治理理念及推動政府職能轉(zhuǎn)變的重要舉措。中國政府購買公共服務(wù)的實踐促使公共服務(wù)供給中的"政社關(guān)系"發(fā)生了顯著變化,政府不再是公共服務(wù)供給的"壟斷者",公眾也不再是公共服務(wù)供給的"局外人",以社會組織為主體的社會力量被吸納到公共服務(wù)中,政府與社會力量的合作成為發(fā)展趨勢。從公眾的視角,基于"公眾參與"和"政府回應(yīng)"兩個維度,探討購買公共服務(wù)中的政府與社會力量的"合作關(guān)系",進而根據(jù)"適度公眾參與"和"適度政府回應(yīng)"兩個維度,建構(gòu)了購買公共服務(wù)中"政社適度合作"的概念。從合作目的、合作意愿、合作能力、合作過程的維度,分析了購買公共服務(wù)中"政社適度合作"的特征。"政社適度合作"應(yīng)該成為中國政府購買公共服務(wù)制度實踐中"政社關(guān)系"的發(fā)展方向。
[Abstract]:The purchase of public services is an important measure for China to advocate the concept of social governance and promote the transformation of government functions. The practice of the Chinese government in purchasing public services has led to significant changes in the "relationship between government and society" in the supply of public services. The government is no longer the "monopolist" of the supply of public services, and the public is no longer the "outsider" of the supply of public services. The social force with social organization as the main body is absorbed into the public service, and the cooperation between the government and the social force has become the development trend. From the perspective of the public, based on the dimensions of "public participation" and "government response", this paper discusses the "cooperative relationship" between the government and social forces in the purchase of public services. Then, according to the two dimensions of "moderate public participation" and "moderate government response", the concept of "moderate cooperation between government and society" in the purchase of public services is constructed. From the dimensions of cooperation purpose, cooperation willingness, cooperation ability and cooperation process, this paper analyzes the characteristics of "moderate cooperation between government and society" in the purchase of public services. " Moderate cooperation between government and society should become the development direction of the relationship between government and society in the practice of Chinese government purchasing public service system.
