【摘要】：中國(guó)人口老齡化的快速發(fā)展致使養(yǎng)老保障負(fù)擔(dān)日益沉重、基本醫(yī)療保險(xiǎn)基金支出高速增長(zhǎng)、社會(huì)服務(wù)需求尤其是老年人的照顧需求迅速膨脹。邁進(jìn)老齡化社會(huì)門檻的中國(guó),家庭之憂已經(jīng)演化成社會(huì)之憂、國(guó)家之憂。這就提醒我們,老年人的問題決不僅僅是個(gè)別家庭的事情,而是整個(gè)社會(huì)應(yīng)當(dāng)給予高度重視的事情。本文通過研究新鄉(xiāng)市社區(qū)不同特征老年人對(duì)照顧服務(wù)的需求狀況,進(jìn)一步探究滿足其照顧需求的服務(wù)能力。 開篇緒論部分概述了本文選題的背景、研究意義,對(duì)社區(qū)照顧服務(wù)的相關(guān)概念進(jìn)行了界定,并對(duì)其相關(guān)的文獻(xiàn)進(jìn)行了梳理、歸納,是整篇文章的理論鋪墊。本文研究設(shè)計(jì)部分,主要采用了問卷調(diào)查的研究方法。調(diào)查問卷主要由三個(gè)部分組成,包括老年人特征、社區(qū)照顧服務(wù)需求和社區(qū)照顧服務(wù)供給能力現(xiàn)狀。通過調(diào)查問卷進(jìn)行收集數(shù)據(jù),并且對(duì)數(shù)據(jù)進(jìn)行統(tǒng)計(jì)分析。服務(wù)需求決定服務(wù)供給的立足點(diǎn),了解社區(qū)老年人的服務(wù)需求才能更有效地推進(jìn)社區(qū)照顧服務(wù)的發(fā)展。為此,我們?cè)谛锣l(xiāng)市的12個(gè)區(qū)(市)縣,對(duì)老年人的社區(qū)照顧服務(wù)需求進(jìn)行調(diào)查。在數(shù)據(jù)分析中主要采用描述性統(tǒng)計(jì)分析。文章在對(duì)問卷進(jìn)行統(tǒng)計(jì)分析之后,發(fā)現(xiàn)醫(yī)療保健服務(wù)需求是當(dāng)前老年人最迫切的需求,其次為休閑娛樂服務(wù)需求。另外還發(fā)現(xiàn)不同性別、婚姻狀況和經(jīng)濟(jì)狀況的老年人對(duì)日常生活服務(wù)需求影響突出；年齡、身體狀況與老年人的醫(yī)療保健服務(wù)需求影響突出；年齡、工作狀況和健康狀況對(duì)老年人的精神慰藉服務(wù)有很明顯的影響；年齡、教育背景、經(jīng)濟(jì)狀況和健康狀況與老年人的休閑娛樂服務(wù)需求的關(guān)聯(lián)很大。但是,總體來看,影響社區(qū)照顧服務(wù)需求的因素是復(fù)合的,而非某一個(gè)單一因素。由于老年人的供給是以老年人的需求來提供的,本文在研究不同特征的老年人對(duì)社區(qū)照顧服務(wù)需求的基礎(chǔ)上對(duì)老年人社區(qū)照顧服務(wù)供給能力進(jìn)行了評(píng)價(jià),通過對(duì)老年人社區(qū)照顧的供給狀況進(jìn)行描述性分析,為改善社區(qū)照顧服務(wù),提高老年人對(duì)社區(qū)生活的滿意度提供參考。最后為文章的思考和建議部分,通過對(duì)前文的研究提出以下建議：1、社區(qū)照顧服務(wù)提供者的應(yīng)努力適應(yīng)需要照顧的老年人,為老年人提供日間照料、等綜合服務(wù),讓老人們?cè)谧约菏煜さ纳瞽h(huán)境中實(shí)現(xiàn)養(yǎng)老。2、社區(qū)并不全都是免費(fèi)午餐,我們也不能把社區(qū)服務(wù)理解為免費(fèi)午餐,因此家庭照料的職能不能丟棄。3、協(xié)助需要照顧人士融入社區(qū),建立以社區(qū)建設(shè)為基礎(chǔ)的專業(yè)機(jī)構(gòu)、社會(huì)工作者和社區(qū)組織介入社會(huì)工作,尤其是加快推進(jìn)社區(qū)工作者的職業(yè)化建設(shè)。4、切實(shí)整合資源,助推“以老助老”模式的建立。5、政府與社區(qū)建立伙伴關(guān)系。6、在新建或改建社區(qū)設(shè)施時(shí),應(yīng)當(dāng)認(rèn)真考慮有不同經(jīng)濟(jì)條件老年人的需求,從實(shí)際出發(fā)確定不同收費(fèi)檔次設(shè)施的建設(shè)和管理。7、依靠科技創(chuàng)新來提高社區(qū)照顧服務(wù)的工作效率,提升其服務(wù)水平。 未來隨著老年人高齡化、空巢化以及家庭小型化、核心化的發(fā)展,教育程度的提高,社區(qū)照顧將成為主要的照顧方式。建立以老年人需求為導(dǎo)向的社區(qū)照顧服務(wù),對(duì)解決老年人的照料問題,構(gòu)建和諧社會(huì)具有深遠(yuǎn)的意義。
[Abstract]:The rapid development of the aging population in China has led to the increasing burden of the pension security, the high-speed growth of the basic medical insurance fund, the demand of social services, and the rapid expansion of the care demand of the elderly. China, which is moving to the threshold of the ageing society, has been in a position to worry about the worries of the family. This reminds us that the problem of older persons is not only the matter of individual families, but that the whole society should give high priority.
