【摘要】：近年來(lái),隨著經(jīng)濟(jì)社會(huì)的不斷發(fā)展,人們的物質(zhì)生活條件越來(lái)越好,作為"社會(huì)關(guān)系總和"的人對(duì)社會(huì)參與的需求也同步增長(zhǎng),由于社會(huì)對(duì)這些需求的滿足能力不足,進(jìn)而引發(fā)了一系列社會(huì)緊張甚至造成社會(huì)沖突。因此,基于對(duì)發(fā)達(dá)國(guó)家社會(huì)治理經(jīng)驗(yàn)的積極借鑒,近10年來(lái),"社會(huì)組織"逐漸為中國(guó)政府、社會(huì)以及民眾所關(guān)注,其在中國(guó)社會(huì)發(fā)展中的功能日益受到重視,呈現(xiàn)快速發(fā)展的態(tài)勢(shì)。黨的十八大以來(lái),中央、省、市對(duì)社會(huì)治理進(jìn)行了新的部署,提出了新的要求,社會(huì)組織在社會(huì)治理中日益發(fā)揮著不可或缺的重要作用。當(dāng)前,合肥市正處于落實(shí)五大發(fā)展行動(dòng)、建設(shè)長(zhǎng)三角世界級(jí)城市群副中心的關(guān)鍵時(shí)期,大力發(fā)展社會(huì)組織有助于轉(zhuǎn)變政府職能,彌補(bǔ)政府提供公共產(chǎn)品的不足,也有利于維護(hù)社會(huì)公平,優(yōu)化資源配置,滿足人民群眾多元化的社會(huì)需求。2014年,合肥市被民政部確認(rèn)為"全國(guó)社會(huì)組織建設(shè)創(chuàng)新示范區(qū)"。兩年來(lái)合肥市不斷深化體制改革、創(chuàng)新社會(huì)政策、優(yōu)化發(fā)展環(huán)境,以加快形成政社分開(kāi)、權(quán)責(zé)分明、依法自治的現(xiàn)代社會(huì)組織體制為目標(biāo),加強(qiáng)對(duì)社會(huì)組織的聯(lián)系、服務(wù)、引導(dǎo)和管理。特別是在支持政策落地、社會(huì)組織園區(qū)孵化、政府購(gòu)買(mǎi)服務(wù)、項(xiàng)目申報(bào)、公益創(chuàng)投、社會(huì)工作者人才隊(duì)伍培養(yǎng)等方面不斷探索,全市社會(huì)組織發(fā)展呈現(xiàn)出喜人的局面。但是,由于合肥市社會(huì)組織在發(fā)展過(guò)程中,還存在諸如制度建設(shè)滯后、管理體制不規(guī)范、支持引導(dǎo)不夠、專(zhuān)業(yè)人才欠缺、自身能力不強(qiáng)等原因,導(dǎo)致合肥市社會(huì)組織質(zhì)量不高、結(jié)構(gòu)不優(yōu)、社會(huì)參與能力不足、功能發(fā)揮不夠等問(wèn)題,與合肥市建設(shè)長(zhǎng)三角世界級(jí)城市群副中心的新目標(biāo)、與"十三五"期間供給側(cè)結(jié)構(gòu)性改革中社會(huì)服務(wù)大發(fā)展的新要求相比,還存在較大的差距與不足。因此,研究合肥市社會(huì)組織在發(fā)展中所遇到的新問(wèn)題、新挑戰(zhàn),進(jìn)而給出積極的應(yīng)對(duì)措施,這不僅能夠有助于完善合肥市社會(huì)組織的發(fā)展環(huán)境,優(yōu)化社會(huì)組織的發(fā)展路徑,強(qiáng)化社會(huì)組織的社會(huì)功能,而且對(duì)全國(guó)社會(huì)組織與時(shí)俱進(jìn)地健康發(fā)展也有所裨益。本文主要從合肥市社會(huì)組織發(fā)展現(xiàn)狀出發(fā),采取文獻(xiàn)研究、專(zhuān)題訪談、調(diào)研走訪、問(wèn)卷調(diào)查等方式,梳理合肥市社會(huì)組織發(fā)展所取得的成績(jī),深入分析、探究合肥市社會(huì)組織發(fā)展過(guò)程中存在的問(wèn)題,弄清問(wèn)題的成因,找準(zhǔn)發(fā)展方向,把握發(fā)展關(guān)鍵,為政府決策提供參考性意見(jiàn),促進(jìn)合肥市社會(huì)組織良性發(fā)展,發(fā)揮社會(huì)組織在合肥市"十三五"建設(shè)中的作用。全文一共五章,第一章主要介紹論文的研究對(duì)象、研究背景和研究目的意義、國(guó)內(nèi)外研究現(xiàn)狀以及研究思路與研究方法。第二章從合肥市社會(huì)組織縱向發(fā)展脈絡(luò)、合肥市社會(huì)組織橫向發(fā)展過(guò)程、合肥市社會(huì)組織創(chuàng)新發(fā)展成果等方面梳理合肥市社會(huì)組織發(fā)展現(xiàn)狀。第三章從合肥市社會(huì)組織發(fā)展體制機(jī)制、人才隊(duì)伍建設(shè)、服務(wù)內(nèi)容提供、內(nèi)部管理功能、作用發(fā)揮等方面進(jìn)行深入分析,探究合肥市社會(huì)組織發(fā)展面臨的困境。第四章從宏觀和微觀的角度,理性思考如何促進(jìn)合肥市社會(huì)組織良性發(fā)展,提出深化改革、注重規(guī)劃、加強(qiáng)管理、提升服務(wù),推進(jìn)社會(huì)組織專(zhuān)業(yè)化發(fā)展、規(guī)�；l(fā)展、項(xiàng)目化發(fā)展、品牌化建設(shè)等對(duì)策建議。第五章是結(jié)語(yǔ)�？傊�,希望通過(guò)本文的研究,能夠進(jìn)一步優(yōu)化合肥市社會(huì)組織發(fā)展環(huán)境,提升社會(huì)組織建設(shè)和管理水平,為當(dāng)前合肥市社會(huì)組織的健康、良性發(fā)展提供理論上的支持,也為政府在發(fā)展社會(huì)組織的政策設(shè)計(jì)上提供理論基礎(chǔ)和基本依據(jù),促進(jìn)社會(huì)組織更好地服務(wù)合肥市經(jīng)濟(jì)社會(huì)又好又快發(fā)展。
[Abstract]:In recent years, with the development of the economy and society, people's material life conditions are becoming more and more good, and the demand for social participation of the people as the "the sum of social relations" has also increased, and because of the lack of the ability of the society to meet these demands, a series of social tensions and even social conflicts are caused. Therefore, on the basis of the positive reference to the social governance experience of the developed countries, the "social organization" has gradually been concerned by the Chinese government, the society and the people over the past 10 years, and its function in the development of Chinese society has become more and more important, and the situation of rapid development is presented. Since the 18th Party Congress, the central, provincial and municipal governments have made a new deployment of social governance, and put forward new requirements, and social organizations play an important role in social governance. At present, Hefei is in the key period of implementing the five development actions and building the sub-center of the world-class urban agglomeration in the Yangtze River Delta. In 2014, Hefei was confirmed as a "National social organization construction innovation demonstration area" by the Ministry of Civil Affairs. In the past two years, Hefei has continued to deepen the reform of the system, the innovation of social policies and the optimization of the development environment, so as to speed up the formation of the separation of the society, the clear and clear, the modern social organization system of self-government in accordance with the law as the goal, and strengthen the connection, service, guidance and management of the social organization. In particular, the development of social organizations in the whole city presents a positive situation in the aspects of support policy, social organization park incubation, government purchase service, project declaration, public welfare investment and training of social workers. However, in that course of development of the social organization of Hefei, there exist such reasons as the lag of system construction, the non-regulation of the management system, the lack of support, the lack of professional personnel, the weak self-ability, etc., leading to the low quality of the social organization in Hefei and the poor structure. The lack of social participation, the insufficient function and so on, and the new goal of the construction of the sub-center of the world-class urban agglomeration in the Yangtze River Delta in Hefei, compared with the new requirements of the major development of social services during the "XIII."-period supply-side structural reform. Therefore, the new problems and new challenges in the development of the social organization in Hefei are studied, and the positive response measures are given, which not only can help to improve the development environment of the social organization in Hefei, optimize the development path of the social organization, and strengthen the social function of the social organization. It is also beneficial to the healthy development of the national social organization with the times. This paper, based on the current situation of the development of the social organizations in Hefei, takes the form of literature research, special interview, investigation and interview, and the questionnaire, etc. to sort out the achievements of the development of the social organizations in Hefei, and analyzes the problems existing in the development of the social organizations in Hefei. The cause of the problem is to find the direction of development, to grasp the key of development, to provide the reference for government decision-making, to promote the benign development of the social organization in Hefei, and to play the role of the social organization in the "XIII." construction of Hefei. The first chapter mainly introduces the research object of the paper, the research background and the significance of the research, the present situation of the research and the research methods at home and abroad. The second chapter is to comb the development of the social organization in Hefei from the following aspects: the development of the longitudinal development of the social organization in Hefei, the development of the social organization in Hefei, and the results of the development of the social organization in Hefei. The third chapter makes an in-depth analysis of the mechanism of the development of the social organization, the construction of the talent team, the content of the service, the function of the internal management and the function of the system, and probes into the plight of the development of the social organizations in Hefei. In the fourth chapter, from the angle of macro and micro, the rational thinking of how to promote the benign development of the social organization in Hefei, put forward the reform, pay attention to the planning, strengthen the management, promote the service, advance the professional development of the social organization, the scale development, the project development, the brand construction and so on. The fifth chapter is the conclusion. In conclusion, it is hoped that through the research of this paper, the development environment of Hefei's social organizations can be further optimized, the construction and management level of the social organizations can be improved, and the theoretical support for the healthy and benign development of the social organizations in Hefei is provided. It also provides the theoretical foundation and basic basis for the government's policy design for the development of social organization, and promotes the better service of the social organization in the economic and social development of Hefei.
