【摘要】：在錯(cuò)綜復(fù)雜的征地拆遷事件中,揭示各方的價(jià)值分歧和認(rèn)同共識(shí),促使社會(huì)認(rèn)同的形成,是化解征地拆遷矛盾的關(guān)鍵。"共議式"拆遷是一種"自下而上"的推進(jìn)過(guò)程,參與主體多元,事前事后都經(jīng)過(guò)討論商議,矛盾和分歧在討論中達(dá)成妥協(xié),最終形成社會(huì)認(rèn)同。這啟示我們,化解征地拆遷社會(huì)矛盾的根本在于構(gòu)建一種"多元參與"的社會(huì)認(rèn)同機(jī)制。為此,應(yīng)積極構(gòu)建平等的協(xié)商對(duì)話機(jī)制、科學(xué)的價(jià)格評(píng)估機(jī)制、暢通的利益訴求機(jī)制、公正的利益協(xié)調(diào)機(jī)制和透明的社會(huì)監(jiān)督機(jī)制。
[Abstract]:In the event of complex land acquisition and removal, it is the key to resolve the contradiction of land acquisition and removal by revealing the value differences and the consensus of the parties and promoting the formation of social identity. The "co-discussion" removal is a kind of "Bottom-up" 's promotion process, which is involved in the main body's multi-element. After the event, the discussion and discussion, the contradiction and the differences have reached a compromise in the discussion, and finally the social identity is formed. This is a revelation to us, to resolve the social contradiction of land acquisition and removal is to construct a kind of "multi-element participation" 's social identity mechanism. To that end, an equal consultative dialogue mechanism, a scientific price-evaluation mechanism, a clear interest-seeking mechanism, a fair-interest coordination mechanism and a transparent social monitoring mechanism should be actively built.
