多中心治理視角下深圳市社區(qū)治理問題研究
[Abstract]:In the rapid transition period of the current Chinese society, new conditions, new problems continue to emerge. As the basic unit of urban grass-roots in China, the urban community is changing from a single government power body to a multi-subject governance system, such as the government, the market, the society and the wide participation of the residents. Community governance has become the key to the new pattern of innovative social management in China. As the frontier of China's reform and opening-up, Shenzhen should be the leader of community governance innovation. Over the years, the community governance system in Shenzhen has been continuously explored and reformed, and many beneficial experiences have been accumulated in the process of continuous innovation, such as the "Yantian Model" and "Nanshan Model", which have been used for reference by other cities in the country one after another. "Taoyuan resident good governance model" and so on. Although Shenzhen has made some achievements in the innovation of community governance, because the transformation of government functions is not in place, the development of community intermediary organizations is insufficient, there are differences in the interests of community residents. The community residents' consciousness of participating in community governance is not strong, which leads to the contradiction between self-government trend and administrative situation in Shenzhen, the mechanism of community governance is not perfect, the legal system of community governance is not perfect, and the legal system of community governance is not perfect. The contradiction of "rule" and "block" makes the system of community governance not smooth and the role of neighborhood committee misplaced and so on. Based on the successful experience in community governance in New York, Tokyo and Singapore, this paper is devoted to the study of these problems and the causes of these problems, and tries to cultivate the pluralistic subjects of community governance on the basis of the successful experiences of cities such as New York, Tokyo and Singapore. We should establish and perfect the laws and regulations of community governance, cultivate the mechanism of public participation in community governance, straighten out the system of community governance, and introduce the market competition mechanism of community governance. The path selection of constructing the target model of community multi-center governance in Shenzhen is initially envisaged, and the innovation of community governance in Shenzhen is expected to better adapt to the sustainable development of local economy and society. It also provides useful experience for the innovation of community governance in other cities.
