【摘要】：我國社會工作行政化發(fā)展模式包含行政化推動、行政化支持和行政化管理三個基本要素,具有政出多門、外延發(fā)展、政社關(guān)系失衡、社會治理目標(biāo)等基本特征。行政化模式極大地推動了我國社會工作的發(fā)展,但是也導(dǎo)致社會工作事業(yè)面臨一系列困境。要突破這些困境,就必須推動行政化發(fā)展模式向?qū)I(yè)化發(fā)展模式轉(zhuǎn)變。專業(yè)化發(fā)展模式的三個基本要素是行政化推動、社會化支持和專業(yè)化管理,其主要發(fā)展路徑是:從政策化推動向法制化發(fā)展轉(zhuǎn)變;從單一的行政化支持向多元的社會化支持轉(zhuǎn)變;從單向的行政化管理向雙向的專業(yè)化管理轉(zhuǎn)變。
[Abstract]:The administrative development mode of social work in China consists of three basic elements: administrative promotion, administrative support and administrative management. It has the basic characteristics of multi-output, extensive development, imbalance of the relationship between government and society, and the goal of social governance. The administrative mode has greatly promoted the development of social work in China, but it has also led to a series of dilemmas in the cause of social work. To break through these dilemmas, we must promote the transformation from administrative development mode to specialized development model. The three basic elements of the pattern of professional development are the promotion of administration, socialized support and professional management, the main development path of which is: transforming from policy-driven to legalized development; From single administrative support to pluralistic socialized support, from one-way administrative management to two-way professional management.
