黑龍江省社情民意調(diào)查中心CATI應(yīng)用現(xiàn)狀及策略研究
[Abstract]:CATI is the abbreviation of Computer Assisted Telephone Investigation in the statistical survey industry, especially computer-assisted telephone survey. As a survey method and its supporting system, CATI is widely used in public opinion polls abroad. In China, CATI application is just beginning. Heilongjiang Provincial Social opinion Survey Center (hereinafter referred to as the provincial polling center) is a newly established government polling organization, the main business is the use of CATI to carry out public opinion polls. Although the provincial polling center has made some achievements in the application of CATI, the resistance to the application of CATI is increasingly prominent, and the development of the organization and the ability to serve the government decision-making are restricted. Therefore, the research of CATI application has become the most important subject of provincial polling center, which is of great significance to establish the authoritative status of public opinion polls, expand the application of CATI, and improve the ability of serving government decision-making. Based on the relevant theory of CATI application, this paper makes a comprehensive and systematic analysis on the current situation of CATI application in provincial polling center, and reveals that the main problems in the application of CATI in provincial polling center are that the credibility of CATI is questioned, and the innovation of CATI application is insufficient. CATI institutions are not attractive, resulting in the provincial polling center CATI application faces great resistance. In view of the main problems existing in the application of CATI in provincial polling center, this paper analyzes the causes of the problems from several aspects, such as experience reference, support from competent departments, talent allocation, project driving and so on, and draws lessons from advanced experience at home and abroad. Combined with the actual situation of public opinion survey in provincial polling center, the author puts forward the concrete strategy of promoting the application of CATI in provincial polling center from three angles: CATI quality control, CATI application expansion and CATI organization attraction. In order to ensure the effective implementation of the CATI application strategy in provincial polling center, this paper also puts forward the safeguard measures from three aspects: policy and law guarantee, internal and external intellectual support, and social public guidance. The research of this paper highlights the applicability and feasibility, through the provincial polling center CATI application of the specific case study, for the local governments in China to promote the CATI application of public opinion polls to provide a useful reference. This will help to promote the overall development of our country's public opinion survey institutions.
