【摘要】：以南京市區(qū)為例,研究了功能區(qū)發(fā)展的發(fā)展歷程、功能區(qū)與行政區(qū)的特征差異和相互關(guān)系,及功能區(qū)涌現(xiàn)所折射的城市政府空間重組趨勢(shì)。研究表明:(1)功能區(qū)具有區(qū)別于行政區(qū)的顯著特征,這些特征使得它成為了傳統(tǒng)行政區(qū)體系的重要補(bǔ)充,兩者之間在空間上的互補(bǔ)關(guān)系、在職能上的分工與合作關(guān)系是主要的,不良競(jìng)爭(zhēng)是相對(duì)次要的。(2)功能區(qū)的大量涌現(xiàn)折射和推動(dòng)了城市政府空間組織的三重戰(zhàn)略性轉(zhuǎn)型趨勢(shì)——城市政府空間組織的焦點(diǎn)從空間中生產(chǎn)轉(zhuǎn)向空間生產(chǎn)的管理;政府空間組織的邏輯從適應(yīng)總體性管理轉(zhuǎn)向彈性專業(yè)化;政府空間組織結(jié)構(gòu)從等級(jí)化轉(zhuǎn)向準(zhǔn)網(wǎng)絡(luò)化。三重轉(zhuǎn)型表征的結(jié)果是,中國(guó)城市政府空間并未經(jīng)歷類似西方的明顯消退過(guò)程,甚至于出現(xiàn)了一定的擴(kuò)張與強(qiáng)化態(tài)勢(shì)。
[Abstract]:Taking Nanjing urban area as an example, this paper studies the development course of the functional area, the difference and relationship between the functional area and the administrative region, and the trend of urban government spatial reorganization reflected by the emergence of the functional area. The results show that: (1) the functional areas have distinct features from the administrative regions, which make them become an important supplement to the traditional administrative system, and complement each other in space. The division of labor and the relationship of cooperation are the main ones. Adverse competition is relatively secondary. (2) the emergence of functional areas refracts and promotes the triple strategic transformation trend of urban government spatial organization, that is, the focus of urban government space organization shifts from production in space to space production management; The logic of governmental spatial organization has changed from adapting to overall management to flexible specialization, and the structure of governmental spatial organization has changed from hierarchical to quasi-networked. The result of the triple transformation is that the Chinese urban government space has not experienced the obvious regression process similar to the west, and even appeared a certain expansion and strengthening situation.
