【摘要】：隨著我國市場經(jīng)濟(jì)體制改革和行政體制改革的不斷深入,整個社會結(jié)構(gòu)和模式也正在進(jìn)行著快速而深刻的變化。計劃經(jīng)濟(jì)時代的政府和單位統(tǒng)包模式逐漸消解,從而導(dǎo)致了社會組織功能的進(jìn)一步分化,社會結(jié)構(gòu)也從單一模式向網(wǎng)絡(luò)型模式轉(zhuǎn)變。而由此帶來的是社會的基本組成部分——社區(qū),開始代替政府和單位承受大量涌現(xiàn)的社區(qū)事務(wù),成為了政府和單位社會職能的具體管理者和操作者。如何更好地管理好居民社區(qū),提供更優(yōu)質(zhì)的服務(wù)和更好的社區(qū)環(huán)境,是社區(qū)管理者需要考慮的問題。而在當(dāng)今社會,社區(qū)顯然沒有做好為社區(qū)居民服務(wù),提升社區(qū)生活品質(zhì)的準(zhǔn)備。它們在更多方面更像是政府的傳音筒,是政府在社會基層的一個附屬部門。而現(xiàn)有的社區(qū)治理模式也無法更好地調(diào)動社區(qū)各方力量進(jìn)行社區(qū)建設(shè)和管理,因而尋找一種更加科學(xué)合理的社區(qū)治理模式來管理現(xiàn)代社區(qū),成為了社會公共管理者需要考慮的問題。 世博會的召開,讓上海成為了全球矚目的焦點。為了更好地實現(xiàn)本屆世博會“城市,讓生活更美好”的主題,由上海市政府牽頭,各級政府和社區(qū)基層組織協(xié)同建設(shè)的“三林世博家園社區(qū)”,則在社區(qū)治理的理論和實踐中邁出了重要的一步,為我國社區(qū)治理模式的研究進(jìn)行了一次有益的探索,為尋找一種更適合我國國情的社區(qū)治理模式開拓了一條新思路。本文旨在結(jié)合當(dāng)前國內(nèi)外社區(qū)治理的先進(jìn)理念,立足于對三林世博家園社區(qū)的調(diào)查研究,對當(dāng)前上海社區(qū)的復(fù)合治理模式進(jìn)行深入的研究和探討。
[Abstract]:With the deepening of the reform of market economic system and administrative system, the whole social structure and mode are undergoing rapid and profound changes. In the planned economy era, the mode of government and unit turnkey was gradually eliminated, which led to the further differentiation of social organization function and the transformation of social structure from a single model to a network model. The community, which is the basic part of the society, begins to take the place of the government and the unit to bear a large number of community affairs, and becomes the concrete manager and operator of the social function of the government and the unit. How to better manage the resident community, provide better service and better community environment is the problem that community managers need to consider. In today's society, the community is obviously not ready to serve the community residents and improve the quality of life in the community. In many ways, they are more like government transmitters, a subsidiary of the government at the grass-roots level. But the existing community governance model can not better mobilize the community forces to carry out community construction and management, so find a more scientific and reasonable community governance model to manage the modern community. Has become the social public administrator needs to consider the question. The World Expo, Shanghai has become the focus of global attention. In order to better realize the theme of "better City, better Life" at this World Expo, the "Sanlin World Expo Home Community", led by the Shanghai Municipal Government and co-constructed by governments at all levels and community grass-roots organizations, It has taken an important step in the theory and practice of community governance, has carried on a beneficial exploration for the research of the community governance model in our country, and has opened up a new idea for finding a kind of community governance model that is more suitable for the national conditions of our country. The purpose of this paper is to combine the advanced concepts of community governance at home and abroad, based on the investigation and research on the home communities of Sanlin World Expo, and to make a deep research and discussion on the current compound governance model of communities in Shanghai.
