【摘要】：政府與社會(huì)關(guān)系的重構(gòu),使社會(huì)組織對(duì)社區(qū)治理的作用受到越來(lái)越多的關(guān)注和重視。和諧社區(qū)建設(shè)需要著力培育和發(fā)展社會(huì)組織,需要社會(huì)組織的全方位參與。社會(huì)組織是連結(jié)政府與社會(huì)的重要紐帶,是重塑政府體制、社會(huì)體制、社區(qū)治理體制的關(guān)鍵。然而,我國(guó)社區(qū)社會(huì)組織普遍存在著培育不夠、作用發(fā)揮不足等問(wèn)題。如何加快社會(huì)組織發(fā)展,促進(jìn)社會(huì)組織在社區(qū)治理中充分發(fā)揮作用成為了學(xué)術(shù)界討論的熱點(diǎn)和各個(gè)地方社區(qū)建設(shè)探索的重點(diǎn)。本文針對(duì)這一問(wèn)題,選取上海這個(gè)特大城市作為個(gè)案進(jìn)行研究。從構(gòu)建政府與社會(huì)新關(guān)系的角度,聚焦上海近年來(lái)培育引導(dǎo)社會(huì)組織參與社區(qū)建設(shè)的實(shí)踐,發(fā)現(xiàn)社區(qū)建設(shè)中社會(huì)組織的培育和發(fā)揮作用的情況,往往與這個(gè)地方的社會(huì)經(jīng)濟(jì)發(fā)展水平呈正相關(guān),亦即發(fā)展水平越高,對(duì)社會(huì)組織的作用認(rèn)識(shí)越充分,其作用發(fā)揮越明顯。為了讓社區(qū)建設(shè)中社會(huì)組織更好地發(fā)揮作用,社會(huì)組織的發(fā)展必須遵循社區(qū)建設(shè)和社會(huì)建設(shè)的內(nèi)在規(guī)律,應(yīng)將依法行政與民生需求有機(jī)統(tǒng)一起來(lái),創(chuàng)新服務(wù)管理模式,構(gòu)建政社分工合作新體制。各級(jí)主管部門要對(duì)社會(huì)組織“放心、放手、放寬”,進(jìn)一步建立健全政府購(gòu)買公共服務(wù)機(jī)制,加強(qiáng)社會(huì)組織自治能力和公信力建設(shè),充分發(fā)揮社會(huì)組織在社區(qū)治理中的不可替代的社會(huì)協(xié)同作用。
[Abstract]:With the reconstruction of the relationship between government and society, more and more attention has been paid to the role of social organizations in community governance. Harmonious community construction needs to cultivate and develop social organizations and social organizations to participate in all aspects. Social organization is an important link between government and society, and the key to reshaping government system, social system and community governance system. However, there are some problems in the community social organization in our country, such as insufficient cultivation and insufficient function. How to speed up the development of social organizations and promote the social organizations to play a full role in community governance has become a hot topic in academic circles and the focus of local community construction exploration. In view of this problem, this paper chooses Shanghai as a case study. From the angle of constructing the new relationship between government and society, this paper focuses on the practice of fostering and guiding social organizations to participate in community construction in Shanghai in recent years, and finds out that the cultivation and exertion of social organizations in community construction. There is a positive correlation with the level of social and economic development in this area, that is, the higher the level of development, the more fully the understanding of the role of social organizations, the more obvious its role. In order to make social organizations play a better role in community construction, the development of social organizations must follow the inherent law of community construction and social construction, should unify the administration according to law and the needs of people's livelihood, and innovate the service management mode. Build a new system of cooperation between government and co-workers. The competent departments at all levels should "rest assured, let go and relax" the social organizations, further establish and improve the mechanism for the government to purchase public services, and strengthen the building of the autonomous capacity and credibility of social organizations. Give full play to the irreplaceable social synergy of social organizations in community governance.
