【摘要】：伴隨著我國(guó)社會(huì)的急劇轉(zhuǎn)型,許多社會(huì)問(wèn)題相伴而生并日益復(fù)雜化。社會(huì)公眾對(duì)社會(huì)服務(wù)的需求也逐漸提高,單靠政府和市場(chǎng)的力量無(wú)法解決。志愿服務(wù)的蓬勃發(fā)展既是滿足這種需求的必然產(chǎn)物,也將是推動(dòng)社會(huì)進(jìn)步、社會(huì)福利水平提高的重要力量。特別是基于我國(guó)公民由“單位人”向“社區(qū)人”的身份轉(zhuǎn)變,社區(qū)服務(wù)、社區(qū)管理等獲得廣泛關(guān)注和重視。其中,社區(qū)志愿服務(wù)在提高社區(qū)服務(wù)質(zhì)量、有效利用社區(qū)資源、提高社區(qū)居民歸屬感以及促進(jìn)社區(qū)文明進(jìn)步等方面表現(xiàn)出了特有的優(yōu)勢(shì),得到很大的提倡和鼓勵(lì)�；诖�,筆者在對(duì)濟(jì)南市各社區(qū)走訪的過(guò)程中發(fā)現(xiàn),對(duì)于城市社區(qū)志愿服務(wù)來(lái)說(shuō),志愿者的動(dòng)員是一個(gè)至關(guān)重要的方面,也是比較困難的一點(diǎn)。因此,筆者決定將城市社區(qū)志愿服務(wù)的動(dòng)員機(jī)制作為研究課題,以濟(jì)南市為例,分析當(dāng)前城市社區(qū)志愿者的動(dòng)員機(jī)制狀況。 本研究屬于一個(gè)質(zhì)性研究,采用的是訪談法來(lái)收集資料。通過(guò)分析和提煉訪談對(duì)象的回答得出結(jié)論,形成觀點(diǎn)。首先,運(yùn)用結(jié)構(gòu)式訪談的方法,了解城市社區(qū)志愿者的基本構(gòu)成、參與特點(diǎn)以及存在的問(wèn)題。通過(guò)對(duì)城市社區(qū)志愿服務(wù)的現(xiàn)狀和特點(diǎn)的了解,明確了研究城市社區(qū)志愿者的動(dòng)員機(jī)制的必要性。其次,從“國(guó)家與社會(huì)的關(guān)系”的理論視角,深入剖析城市社區(qū)志愿者的動(dòng)員機(jī)制,包括動(dòng)員的基礎(chǔ)和條件、動(dòng)員機(jī)制的構(gòu)成及相互作用等,發(fā)現(xiàn)城市社區(qū)志愿者的動(dòng)員機(jī)制存在著動(dòng)員主體行政化、動(dòng)員客體范圍小、動(dòng)員方式單一以及動(dòng)員環(huán)境相對(duì)不完善等問(wèn)題,并在一定程度上阻礙了城市社區(qū)志愿服務(wù)的發(fā)展。因此,最后是針對(duì)當(dāng)前城市社區(qū)志愿者的動(dòng)員機(jī)制的狀況,具體情況具體分析,筆者提出了自己的五點(diǎn)看法,以期推動(dòng)構(gòu)建有效的城市社區(qū)志愿者的動(dòng)員機(jī)制。
[Abstract]:With the rapid transformation of our society, many social problems come into being and become more and more complicated. The social public demand for social services also gradually increased, relying solely on the government and market forces can not solve. The vigorous development of voluntary service is not only the inevitable outcome of satisfying this demand, but also the important force to promote social progress and raise the level of social welfare. Especially on the basis of the change of identity from "unit person" to "community person", community service and community management are paid more attention to. Among them, community voluntary service in improving the quality of community service, effective use of community resources, improve the sense of belonging of community residents and promote the progress of community civilization has shown unique advantages, has been greatly advocated and encouraged. Based on this, the author found that the mobilization of volunteers is a crucial and difficult point for the voluntary service of the urban community in the process of visiting the various communities in Jinan. Therefore, the author decided to take the mobilization mechanism of urban community voluntary service as a research topic, taking Jinan as an example, to analyze the current situation of mobilization mechanism of urban community volunteers. This study is a qualitative study, using interviews to collect data. By analyzing and refining the answers of the interview subjects, draw a conclusion and form a point of view. First of all, using the method of structured interview, to understand the basic composition, participation characteristics and existing problems of urban community volunteers. Through the understanding of the present situation and characteristics of urban community volunteer service, the necessity of studying the mobilization mechanism of urban community volunteer is clarified. Secondly, from the theoretical perspective of "the relationship between the State and Society", this paper deeply analyzes the mobilization mechanism of urban community volunteers, including the basis and conditions of mobilization, the composition and interaction of mobilization mechanism, etc. It is found that there are some problems in the mobilization mechanism of urban community volunteers, such as the administrative mobilization subject, the small scope of mobilization object, the single mobilization mode and the relatively imperfect mobilization environment, and to a certain extent, it hinders the development of voluntary service in urban community. Therefore, finally, according to the current situation of the mobilization mechanism of urban community volunteers, the specific situation of the specific analysis, the author put forward his own five points of view, in order to promote the construction of an effective mobilization mechanism of urban community volunteers.
