【摘要】：在廣州市家庭綜合服務(wù)中心“冰火兩重天”的開展背景之下,評估是影響其未來發(fā)展趨勢的重要機(jī)制。本研究欲通過對社會工作評估機(jī)制理論架構(gòu)的提煉,結(jié)合廣州市本土社會工作的發(fā)展特點(diǎn),試圖了解與探索符合廣州市社會工作發(fā)展現(xiàn)狀與現(xiàn)階段的評估機(jī)制,使廣州市社會工作的發(fā)展更加專業(yè)與規(guī)范。 本研究采用訪談法與文獻(xiàn)分析法,選取廣州市家庭綜合服務(wù)中心評估機(jī)制中的四類利益相關(guān)方進(jìn)行訪談與研究。在研究中發(fā)現(xiàn),對家庭綜合服務(wù)中心的評估機(jī)制經(jīng)歷了從“以評促建”到“以評促進(jìn)”的發(fā)展,評估標(biāo)準(zhǔn)與評估內(nèi)容已相對規(guī)范化,但當(dāng)中也存在一些問題,如整體導(dǎo)向不足、方法導(dǎo)向偏多、評估主體前后不一致等。本研究結(jié)合廣州市社會工作發(fā)展的政治、經(jīng)濟(jì)、文化背景等所處的特定階段,對政府購買的社會服務(wù)“家庭綜合服務(wù)中心”的評估機(jī)制現(xiàn)行情況進(jìn)行探索與分析,力圖找到機(jī)制內(nèi)各要素之間的相互關(guān)系并對其進(jìn)行系統(tǒng)闡述,為廣州市社會工作評估機(jī)制的構(gòu)建以及本議題的繼續(xù)研究提供一些參考性的建議。
[Abstract]:Under the background of "ice fire double days" in Guangzhou Family Comprehensive Service Center, evaluation is an important mechanism to influence its future development trend. By refining the theoretical framework of the social work evaluation mechanism and combining the development characteristics of the local social work in Guangzhou, this study attempts to understand and explore the evaluation mechanism which accords with the current situation and current stage of social work development in Guangzhou. To make the development of social work in Guangzhou more professional and standardized. In this study, four kinds of stakeholders in the evaluation mechanism of Guangzhou Family Integrated Service Center were selected to interview and study by means of interview and literature analysis. In the study, it is found that the evaluation mechanism of family integrated service centers has experienced the development from "promoting construction by evaluation" to "promoting by evaluation". The evaluation criteria and contents have been relatively standardized, but there are still some problems, such as the lack of overall orientation. The method guidance was on the side, and the evaluation subjects were inconsistent and so on. Based on the political, economic and cultural background of the social work development in Guangzhou, this study explores and analyzes the current situation of the evaluation mechanism of the social service "Family Integrated Service Center", which is purchased by the government. This paper tries to find out the relationship between the various elements of the mechanism and systematically explain it, and provide some reference suggestions for the construction of the social work evaluation mechanism in Guangzhou and the further study of this topic.
