【摘要】：經(jīng)濟的發(fā)展,社會的進步促使我國的城市化快速演進。在城市和鄉(xiāng)村之間出現(xiàn)了一種“過渡型社區(qū)”,即突出表現(xiàn)為失地農(nóng)民安置社區(qū)。失地農(nóng)民社區(qū)由于其社區(qū)人口的復(fù)雜化,社區(qū)文化的異質(zhì)化和社區(qū)發(fā)展的動態(tài)化等導(dǎo)致其社區(qū)治理產(chǎn)生了信任的流失,社會網(wǎng)絡(luò)的破解,村規(guī)民約的失效和社區(qū)政治參與的不足等大量的社區(qū)管理困境。失地農(nóng)民社區(qū)的治理低效滯后了我國國家治理能力和治理體系現(xiàn)代化的健康發(fā)展。因此,結(jié)合社會資本理論,在綜合文獻分析法,規(guī)范分析法和訪談分析法的基礎(chǔ)上,深入分析了我國當(dāng)前失地農(nóng)民社區(qū)管理的現(xiàn)狀,并總結(jié)其在現(xiàn)實社區(qū)管理中存在的主要問題并剖析其原因。結(jié)合將“社會資本”納入到社區(qū)管理的政治生態(tài)分析框架,進而得出符合我國政治實踐需要的建議,以重構(gòu)失地農(nóng)民社區(qū)社會資本的的治理政策建議:強化規(guī)范制度建設(shè),夯實社會資本的制度因素,建立基層政府和民眾之間的溝通機制,進一步完善社區(qū)自治的制度體系;發(fā)展社區(qū)組織,構(gòu)建社會資本的運行平臺,轉(zhuǎn)變觀念,將社區(qū)組織納入到多元治理的主體,建立和健全相關(guān)法律制度,促進社區(qū)組織的發(fā)展;完善社區(qū)的村規(guī)民約,優(yōu)化社區(qū)資本的規(guī)則體系,規(guī)范鄉(xiāng)規(guī)民約的制定主體和程序,深化村規(guī)民約的全面性和實用性;調(diào)動社區(qū)居民的參與意識,奠定社會資本的內(nèi)生要素,加強社區(qū)居民間的經(jīng)濟利益維護,完善社區(qū)政治參與形式和方式;重視社區(qū)的文化建設(shè),營造社會資本的發(fā)展新途徑,努力普及社區(qū)居民的公民意識教育,強化媒體的輿論導(dǎo)向作用。
[Abstract]:The economic development, the social progress impels our country's urbanization fast evolution. Between city and country, there is a kind of transitional community, that is, the landless peasants resettle the community. Because of the complexity of the community population, the heterogeneity of the community culture and the dynamic development of the community, the community governance of the landless peasant community has lost trust, and the social network has been cracked. There are a lot of difficulties in community management, such as the invalidation of village rules and the lack of community political participation. The low efficiency of the management of the lost land farmers community lags behind the healthy development of the national governance ability and the modernization of the governance system in our country. Therefore, based on the theory of social capital, on the basis of comprehensive literature analysis, normative analysis and interview analysis, this paper deeply analyzes the present situation of community management of landless farmers in China. And summarizes its existence in the real community management the main question and analyzes its reason. Combining "social capital" into the political ecological analysis frame of community management, and then getting some suggestions which accord with the need of our country's political practice, in order to reconstruct the governance policy suggestion of community social capital of landless farmers: strengthen the construction of normative system, Tamp the institutional factors of social capital, establish the communication mechanism between the grass-roots government and the public, further improve the system of community autonomy, develop community organizations, construct the operating platform of social capital, change the concept, To bring community organization into the main body of pluralistic governance, to establish and perfect relevant legal system, to promote the development of community organization, to perfect the village rules and regulations of community, to optimize the rules system of community capital, to standardize the subject and procedure of making rules and regulations of rural residents, Deepening the comprehensiveness and practicability of the village rules and regulations, mobilizing the participation consciousness of the community residents, establishing the endogenous elements of the social capital, strengthening the maintenance of the economic interests among the community residents, and perfecting the forms and methods of the community political participation; We should pay attention to the cultural construction of the community, build a new way for the development of social capital, make great efforts to popularize the civic consciousness education of the community residents, and strengthen the guiding role of the media in public opinion.
