社區(qū)社會工作的主體選擇:社區(qū)居委會與民辦社工機構(gòu)的定位及關(guān)系分析

【摘要】：社區(qū)社會工作是一種較宏觀的社會工作方法,關(guān)注的是整個社區(qū)的發(fā)展和社區(qū)問題的解決。本文所要分析和回答的問題是社區(qū)社會工作由什么樣的主體來承擔更加合適?社區(qū)居委會與民辦社工機構(gòu)的定位與關(guān)系應該是怎樣的?從目前來看,社區(qū)居委會和民辦社工機構(gòu)各存利弊。正是社區(qū)居委會劣勢的存在,使得此時以社區(qū)社會工作為定位、以專業(yè)化為導向的社工機構(gòu)進入社區(qū)有其必要性。但社區(qū)居委會也有常駐社區(qū)、根植于社區(qū)等優(yōu)勢;而民辦社工機構(gòu)雖然在專業(yè)化等方面更具有優(yōu)勢,但也存在著外來者身份以及自身尚不成熟等劣勢。從長期來看,社區(qū)居委會和民辦社工機構(gòu)可能都將面臨著轉(zhuǎn)型與重新定位。政府則應在積極推動各因素有利變化的基礎(chǔ)上,做好居委會能力評估,并相應采取不同的政策支持。
[Abstract]:Community social work is a kind of macroscopic social work method, which pays close attention to the development of the whole community and the solution of the community problems. The question to be analyzed and answered in this paper is what kind of subject is more suitable to undertake community social work? What is the orientation and relationship between community neighborhood committees and non-governmental social worker organizations? It is the disadvantage of community neighborhood committees that makes it necessary for community-based social work and professional-oriented social work organizations to enter the community. In the long run, community neighborhood committees and non-governmental social worker organizations may face transformation and repositioning. On the basis of actively promoting favorable changes in various factors, the government should do a good job in assessing the capacity of neighborhood committees and adopt different measures accordingly. Policy support.
