【摘要】：本文從綜合視角切入,對謠言之泛濫及其治理所作研究認(rèn)為,謠言泛濫是由各種因素綜合作用的結(jié)果,而普遍的社會恐懼心理、社會傳播系統(tǒng)紊亂、惡意造謠等則是其幾個最為重要的原因。本文主張通過如下途徑對謠言泛濫進(jìn)行綜合治理:一是進(jìn)一步完善信息公開制度建設(shè),提升社會透明度、滿足民眾信息需求,最大限度地消除產(chǎn)生謠言的社會土壤;二是改進(jìn)突發(fā)事件信息發(fā)布制度與策略,形成理性傳播格局,發(fā)揮社會傳播系統(tǒng)對謠言的自凈化功能;三是以法律約束及懲治惡意造謠者等。
[Abstract]:From a comprehensive perspective, this paper makes a study of the spread of rumor and its governance. It is believed that the spread of rumors is the result of a comprehensive effect of various factors, and the common social fear, social communication system disorder, and malicious rumor making are the most important reasons. This article advocates the comprehensive treatment of the spread of rumors through the following ways. The first is to further improve the construction of information disclosure system, improve social transparency, meet the needs of the people's information, eliminate the social soil that produces rumors to the maximum extent, two is to improve the information dissemination system and strategies for emergency incidents, form a rational dissemination pattern, and give play to the self purification function of the social communication system to the rumor; and the three is legal constraint and Punish malicious rumor.
