市場(chǎng)化改革中公眾感知的公共服務(wù)有效提供模式實(shí)證研究——以四所高校食堂為例

【摘要】:以高校為例,基于公眾感知質(zhì)量和感知價(jià)值等感知績(jī)效的差異性分析了哪些市場(chǎng)化改革模式更加有效,以判斷不同服務(wù)模式的特點(diǎn)和作用,判斷哪些市場(chǎng)化改革模式更適合公益性強(qiáng)的服務(wù)機(jī)構(gòu)。通過(guò)對(duì)四所高校食堂的實(shí)證研究發(fā)現(xiàn):混合提供模式比單純合同外包模式更加有效;在同一個(gè)部門內(nèi)部,服務(wù)外包與自制模式在公眾感知績(jī)效方面,沒(méi)有顯著差異性;合同外包的程度影響了服務(wù)績(jī)效,自制與外包混合的模式比較適合于公益性強(qiáng)的公共機(jī)構(gòu)。
[Abstract]:Taking colleges and universities as an example, based on the differences of perceived performance, such as public perception quality and perceived value, this paper analyzes which market-oriented reform models are more effective to judge the characteristics and functions of different service models. Judge which market-oriented reform model is more suitable for public welfare service institutions. Through the empirical study of four university canteens, it is found that the mixed provision model is more effective than the simple contract outsourcing mode, and there is no significant difference between the service outsourcing model and the self-made model in the public perception performance in the same department. The degree of contract outsourcing affects service performance. The model of self-made and outsourced is more suitable for public organizations with strong public welfare.
