【摘要】：安徽省正處在加速推進(jìn)工業(yè)化進(jìn)程的時(shí)期,對(duì)能源的需求也處在快速增長(zhǎng)的時(shí)期,而國(guó)家對(duì)能源消費(fèi)總量的控制也越加嚴(yán)厲,節(jié)能降耗成為實(shí)現(xiàn)經(jīng)濟(jì)又好又快發(fā)展的必然選擇。推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整促進(jìn)能源節(jié)約是實(shí)現(xiàn)經(jīng)濟(jì)持續(xù)快速協(xié)調(diào)健康發(fā)展的重要著力點(diǎn),也是促進(jìn)節(jié)能降耗的重要途徑。因此,對(duì)節(jié)能降耗背景下安徽省產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的研究具有十分重要的意義。 本文首先分析了安徽省產(chǎn)業(yè)結(jié)構(gòu)和能源消費(fèi)的現(xiàn)狀,并分析了三次產(chǎn)業(yè)能源消費(fèi)的現(xiàn)狀,從而找出安徽省產(chǎn)業(yè)結(jié)構(gòu)存在的問題；其次采用靜態(tài)面板數(shù)據(jù)模型分析了安徽省產(chǎn)業(yè)結(jié)構(gòu)變動(dòng)對(duì)能源消費(fèi)的影響；再次運(yùn)用數(shù)據(jù)包絡(luò)分析中的CCR模型分析了各產(chǎn)業(yè)全要素能源效率及節(jié)能潛力,找出節(jié)能的重點(diǎn)產(chǎn)業(yè)；繼而運(yùn)用Malmquist指數(shù)模型分析了安徽省各產(chǎn)業(yè)全要素能源效率變動(dòng)的原因,找出產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的著力點(diǎn)；最后根據(jù)實(shí)證分析結(jié)果,給出安徽省節(jié)能背景下產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的一些政策建議。 實(shí)證結(jié)果表明,第二產(chǎn)業(yè)是安徽省節(jié)能的重點(diǎn)部門,第三產(chǎn)業(yè)發(fā)展水平與全國(guó)仍有一定差距,各產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)仍有優(yōu)化空間。技術(shù)進(jìn)步是促進(jìn)三次產(chǎn)業(yè)全要素能源效率提高的主要?jiǎng)恿?三次產(chǎn)業(yè)相互影響相互促進(jìn)。因此,安徽省應(yīng)堅(jiān)持走新型工業(yè)化道路,大力發(fā)展第三產(chǎn)業(yè),優(yōu)化產(chǎn)業(yè)內(nèi)部結(jié)構(gòu),鼓勵(lì)技術(shù)創(chuàng)新,鞏固農(nóng)業(yè)基礎(chǔ),協(xié)調(diào)發(fā)展三次產(chǎn)業(yè)。
[Abstract]:Anhui Province is in the period of accelerating the industrialization process, and the demand for energy is also in the period of rapid growth, and the national control of the total amount of energy consumption has become more and more strict, energy saving and consumption reduction has become the inevitable choice to achieve good and rapid economic development. Promoting the adjustment of industrial structure and promoting energy conservation is an important point to realize the sustained, rapid, coordinated and healthy development of economy, and is also an important way to promote energy saving and consumption reduction. Therefore, it is of great significance to study the adjustment of Anhui industrial structure under the background of energy saving and consumption reduction. Firstly, this paper analyzes the current situation of the industrial structure and energy consumption in Anhui Province, and analyzes the current situation of the energy consumption of the tertiary industry, so as to find out the problems existing in the industrial structure of Anhui Province. Secondly, the static panel data model is used to analyze the impact of the change of industrial structure on energy consumption in Anhui Province, and then the CCR model of data envelopment analysis is used to analyze the energy efficiency and energy saving potential of every industry, and to find out the key industries of energy conservation. Then the Malmquist index model is used to analyze the reasons of the energy efficiency change of all industries in Anhui Province, and the focus of industrial structure adjustment is found. Finally, according to the results of empirical analysis, Some policy suggestions on industrial structure adjustment under the background of energy saving in Anhui province are given. The empirical results show that the secondary industry is the key department of energy conservation in Anhui Province, the tertiary industry is still far from the national level, and the internal structure of each industry still has room for optimization. Technological progress is the main driving force to improve the energy efficiency of the three industries, and the three industries interact with each other to promote each other. Therefore, Anhui Province should adhere to the new road of industrialization, vigorously develop the tertiary industry, optimize the internal structure of the industry, encourage technological innovation, consolidate the agricultural foundation, and coordinate the development of the three industries.
