【摘要】：隨著行政體制改革的推進,城市社區(qū)治理主體也開始向多元化的方向發(fā)展,社區(qū)自治組織、社區(qū)居民以及非政府組織逐漸成為社區(qū)治理的重要力量。政府與社區(qū)關(guān)系變得日益復(fù)雜,社區(qū)治理要求政府、社區(qū)組織與社區(qū)居民共同承擔(dān)社區(qū)公共事務(wù)治理的責(zé)任。社區(qū)能否健康發(fā)展,在一定程度上取決于政府與社區(qū)之間的關(guān)系是否協(xié)調(diào)。因此,如何適應(yīng)新形勢,理順政府與社區(qū)的關(guān)系成為當(dāng)前理論研究與實踐的重要課題。 本文旨在探討在社會轉(zhuǎn)型和城市變遷的背景下,如何將社區(qū)建設(shè)和政府職能轉(zhuǎn)變有機結(jié)合,實現(xiàn)政府和社區(qū)之間的良性互動關(guān)系,實現(xiàn)社區(qū)多元合作治理。主要分為五個部分： 第一部分,主要說明本文的研究主題與意義,并簡單評析國內(nèi)外的研究綜述。 第二部分,闡述關(guān)于城市社區(qū)治理中政府與社區(qū)關(guān)系的一些基本概念以及研究的理論基礎(chǔ),并對其做簡要的分析。 第三部分,簡要介紹我國社區(qū)治理的歷史變遷,分析了目前社區(qū)治理中政府與社區(qū)的關(guān)系現(xiàn)狀,歸納出社區(qū)治理中政府和社區(qū)自治組織關(guān)系中存在的問題,以及導(dǎo)致這些問題產(chǎn)生的深層次原因。 第四部分,通過對昆明市某社區(qū)的個案分析,對當(dāng)前社區(qū)治理中政府與社區(qū)關(guān)系存在的問題有更為直觀的了解和認(rèn)識。同時,試圖從個案的實踐中得到一些構(gòu)建政府與社區(qū)良性互動關(guān)系的新啟發(fā)、新思路。 第五部分,針對目前社區(qū)治理中存在的主要問題,提出構(gòu)建政府與社區(qū)新型關(guān)系的對策建議。
[Abstract]:With the promotion of administrative system reform, the main body of urban community governance has also begun to develop in a diversified direction. Community autonomy organizations, community residents and non-governmental organizations have gradually become an important force in community governance. The relationship between the government and the community is becoming more and more complicated. Community governance requires the government, community organizations and community residents to take the responsibility of community public affairs governance. Whether the community can develop healthily depends on the relationship between the government and the community. Therefore, how to adapt to the new situation and straighten out the relationship between the government and the community has become an important subject of theoretical research and practice. The purpose of this paper is to discuss how to combine the community construction with the transformation of government function under the background of social transformation and urban change how to realize the positive interaction between the government and the community and to realize the pluralistic cooperative governance of the community. It is mainly divided into five parts: the first part mainly explains the research theme and significance of this paper, and briefly comments on the domestic and foreign research review. The second part expounds some basic concepts and theoretical basis of the relationship between government and community in urban community governance, and makes a brief analysis of them. The third part briefly introduces the historical changes of community governance in China, analyzes the current situation of the relationship between the government and the community in community governance, and summarizes the problems existing in the relationship between the government and the community autonomy organization in community governance. And the causes of these problems. The fourth part, through the case analysis of a community in Kunming, has a more intuitive understanding and understanding of the problems existing in the relationship between the government and the community in the current community governance. At the same time, we try to get some new inspiration and new ideas from the practice of the case to construct the positive interaction between the government and the community. In the fifth part, in view of the main problems existing in community governance at present, the countermeasures and suggestions for constructing a new relationship between government and community are put forward.
