利益集團(tuán)對我國公共政策制定的影響與規(guī)制研究

【摘要】:伴隨改革開放的不斷深化,社會主義市場經(jīng)濟(jì)和民主政治的不斷發(fā)展,中國國家和社會關(guān)系的轉(zhuǎn)型也進(jìn)入了關(guān)鍵時期。社會結(jié)構(gòu)從傳統(tǒng)單一性社會向現(xiàn)代異質(zhì)性多元社會轉(zhuǎn)型,社會利益主體多元化、利益格局復(fù)雜化成為轉(zhuǎn)型時期最重要、最深刻的變化。而越來越多的利益集團(tuán)開始活躍在社會公共生活中,并對公共政策產(chǎn)生著重要的影響,已經(jīng)成為影響政府政策過程中不可忽視的現(xiàn)實(shí)問題。 利益主體多元化和利益集團(tuán)的存在對我國公共政策的制定既有積極的影響,又有消極的影響。這些雙重影響使公共政策制定必須重視利益集團(tuán)客觀存在的現(xiàn)實(shí)。我國還處于社會主義初級階段,利益集團(tuán)的整體發(fā)展仍面臨著諸多矛盾與問題,與國外發(fā)達(dá)國家相比我國利益集團(tuán)發(fā)展仍相對薄弱,存在一些弊端,但隨著中國利益集團(tuán)的逐步發(fā)展,其對社會、經(jīng)濟(jì)等公共政策制定產(chǎn)生的作用和影響越來越大。 本文共分為五部分,第一部分主要對利益集團(tuán)的涵義進(jìn)行了界定,并對利益集團(tuán)理論進(jìn)行了回顧和評價;第二部分主要介紹了中國利益集團(tuán)的形成與發(fā)展概況。闡述了中國利益集團(tuán)形成的背景,利益集團(tuán)的特征與發(fā)展趨勢,并揭示了利益集團(tuán)影響我國公共政策制定的必然性;第三部分對中國利益集團(tuán)在公共政策制定中的積極作用與消極影響進(jìn)行闡述并對其產(chǎn)生的消極影響進(jìn)行了分析;第四部分介紹了國外利益集團(tuán)影響公共政策制定的方式及其規(guī)制,以此得出相關(guān)經(jīng)驗(yàn)啟示;第五部分是對策建議部分,也是論文的重點(diǎn)。通過前文對我國公共政策制定中對利益集團(tuán)負(fù)面影響的分析提出可行性的規(guī)制對策。強(qiáng)化利益集團(tuán)在公共政策制定中的積極作用,抑制其消極作用。
[Abstract]:With the deepening of reform and opening up, the development of socialist market economy and democratic politics, the transformation of China's state and social relations has entered a critical period. The transformation of social structure from the traditional unitary society to the modern heterogeneous pluralistic society, the diversification of the main body of social interests and the complication of the pattern of interests have become the most important and profound changes in the transition period. More and more interest groups begin to be active in social public life, and have an important impact on public policy, which has become a realistic problem that can not be ignored in the process of affecting government policy. The diversification of interest subjects and the existence of interest groups have both positive and negative effects on the formulation of public policy in China. These double influences make public policy must pay attention to the reality of interest groups. China is still in the primary stage of socialism, and the overall development of interest groups is still facing many contradictions and problems. Compared with the developed countries, the development of interest groups in our country is still relatively weak, and there are some drawbacks. However, with the gradual development of interest groups in China, it has more and more influence on social, economic and other public policies. This paper is divided into five parts. The first part defines the meaning of interest group and reviews and evaluates the theory of interest group. The second part mainly introduces the formation and development of interest group in China. This paper expounds the background of the formation of interest groups in China, the characteristics and development trend of interest groups, and reveals the inevitability of interest groups' influence on the formulation of public policies in China. The third part expounds the positive role and negative impact of Chinese interest groups in the formulation of public policy, and analyzes its negative effects. The fourth part introduces the influence of foreign interest groups on the formulation of public policy and its regulation, in order to obtain the relevant experience and inspiration; the fifth part is the countermeasures and suggestions, and is also the focus of the paper. Through the analysis of the negative influence of interest groups in the public policy making in China, the paper puts forward the feasible regulation countermeasures. Strengthen the positive role of interest groups in public policy making and restrain its negative role.
