學(xué)術(shù)“全評價”分析框架與創(chuàng)新質(zhì)量評價的難點(diǎn)及其對策

【摘要】:學(xué)術(shù)創(chuàng)新評價已有一些共識,也有一些進(jìn)展,但對有關(guān)創(chuàng)新、創(chuàng)新質(zhì)量的理解和闡述則不很清晰和準(zhǔn)確,在評價目的的制定、評價主體的選擇、評價方法的使用、評價制度的設(shè)計等方面尚存在誤區(qū),對跨學(xué)科創(chuàng)新評價、非共識研究及成果評價尚無具體標(biāo)準(zhǔn)、辦法。學(xué)術(shù)"全評價"分析框架注重的是內(nèi)容和效用評價,依賴于同行專家的評價和實踐、時間的評價?梢詰(yīng)用該框架解決創(chuàng)新評價中存在的問題。建議進(jìn)一步厘清學(xué)術(shù)創(chuàng)新的概念,確定創(chuàng)新的類型、層次、程度,并使其指標(biāo)化。精心挑選精英評價專家和大眾同行專家,建立與完善"元評價""申訴"等監(jiān)督機(jī)制。更注重時間、實踐的評價,更強(qiáng)調(diào)對創(chuàng)新結(jié)果及其效用進(jìn)行評價。必須以評價目的為龍頭,建立全國或高校文科評價第三方機(jī)構(gòu)或協(xié)作協(xié)調(diào)機(jī)構(gòu),解決規(guī)范術(shù)語、數(shù)據(jù)標(biāo)準(zhǔn)等共性問題。
[Abstract]:There has been some consensus and progress in the evaluation of academic innovation, but the understanding and elaboration of innovation and innovation quality are not very clear and accurate. In the formulation of evaluation objectives, the selection of evaluation subjects, and the use of evaluation methods, There are still some misunderstandings in the design of evaluation system. There are no specific standards and methods for interdisciplinary innovation evaluation, non-consensus research and achievement evaluation. The analytical framework of academic "total evaluation" focuses on the evaluation of content and utility, which depends on the evaluation and practice of peer experts and the evaluation of time. This framework can be used to solve the problems in innovation evaluation. It is suggested that the concept of academic innovation be further clarified, the types, levels and degrees of innovation be determined, and its index be made. Select elite evaluation experts and popular peer experts, and establish and improve the "meta-evaluation" complaint "and other supervision mechanisms. More emphasis on time, practice evaluation, more emphasis on innovation results and their effectiveness evaluation. In order to solve the common problems, such as standard terminology and data standard, it is necessary to set up a third party organization or coordination organization for the evaluation of liberal arts in the whole country or university with the aim of evaluation.
