【摘要】：壟斷福利,源于壟斷,通常是指壟斷企業(yè)依靠自身在行業(yè)內(nèi)的壟斷性優(yōu)勢(shì)地位,獲得大量壟斷利潤(rùn),并以工資、福利等形式發(fā)放給企業(yè)員工,使其擁有高出社會(huì)平均收入水平的超額收入。從本質(zhì)上講,壟斷福利問題是壟斷問題的衍生品,而壟斷是被普遍公認(rèn)的阻礙市場(chǎng)經(jīng)濟(jì)全面建設(shè)和發(fā)展,影響市場(chǎng)機(jī)制正常發(fā)揮功能的一種不正當(dāng)經(jīng)濟(jì)行為。由于歷史和政治等方面的原因,在我國(guó),壟斷福利問題基本上存在于自然壟斷行業(yè)和行政壟斷行業(yè)。壟斷福利在給一少部分人帶來利益的同時(shí),其對(duì)社會(huì)造成的危害是相當(dāng)大的。社會(huì)福利總水平由于壟斷福利問題的存在而受到極大損失,同時(shí),壟斷福利還一步步拉大了行業(yè)間的收入差距,造成了社會(huì)群體分化,加劇了社會(huì)不公平�？梢哉f,壟斷福利正成為我國(guó)構(gòu)建社會(huì)主義和諧社會(huì)的一個(gè)亟待解決的問題,深入研究壟斷福利問題并找到其有效治理方法當(dāng)前是擺在政府、學(xué)者以及社會(huì)各界面前不容回避的改革要?jiǎng)?wù)。 吉林省,作為我國(guó)傳統(tǒng)的東北老工業(yè)基地,具有不同于其他地區(qū)的一些特點(diǎn)�？梢哉f,吉林省的情況濃縮了我國(guó)由中央計(jì)劃經(jīng)濟(jì)體制向市場(chǎng)經(jīng)濟(jì)體制轉(zhuǎn)變的歷史進(jìn)程中的種種特征。以大中型國(guó)有企業(yè)為代表的公有制經(jīng)濟(jì)成分比重較大,是吉林省經(jīng)濟(jì)結(jié)構(gòu)的一大特點(diǎn),由此所造成的壟斷以及壟斷福利問題就顯得尤為突出。 本文在詳述了相關(guān)理論后,對(duì)我國(guó)尤其是吉林省的壟斷福利問題進(jìn)行了認(rèn)真細(xì)致的分析和研究。論文共分為五大部分： 第一章為緒論部分,主要包括選題的背景來源和意義、國(guó)內(nèi)外研究現(xiàn)狀,研究方法和研究?jī)?nèi)容以及論文的創(chuàng)新點(diǎn)。 正文第二章為壟斷福利形成機(jī)理研究部分,以往學(xué)者對(duì)其形成機(jī)理的研究往往局限于單獨(dú)一門學(xué)科,雖有所成果但難免不受視角所限,很難比較全面地挖掘問題的實(shí)質(zhì),本章創(chuàng)造性地運(yùn)用社會(huì)學(xué)、經(jīng)濟(jì)學(xué)以及法學(xué)等學(xué)科的理論工具,從多個(gè)角度對(duì)壟斷福利形成的源頭進(jìn)行研究。 第三章主要分析吉林省社會(huì)壟斷福利問題的現(xiàn)狀與特點(diǎn)。本章客觀而較為全面地研究了吉林省壟斷福利問題目前所呈現(xiàn)的狀況,并分析了其對(duì)社會(huì)所造成的影響。通過比較研究國(guó)內(nèi)外壟斷福利問題的情況,歸納出吉林省社會(huì)福利問題的特點(diǎn)。 第四章是對(duì)吉林省社會(huì)壟斷福利存在的問題進(jìn)行研究。同時(shí),促使吉林省社會(huì)壟斷福利問題長(zhǎng)期存在有著較為復(fù)雜的社會(huì)、政治、經(jīng)濟(jì)等方面的原因,本章試圖分析各方面因素并加以總結(jié),為下一步能夠找到治理吉林省壟斷福利問題的有效方法打下堅(jiān)實(shí)基礎(chǔ)。 第五章是在前述基礎(chǔ)上提出了一些有效控制壟斷福利問題的政策途徑和建議。本章首先從政府職能、市場(chǎng)機(jī)制、法制監(jiān)督三個(gè)方面提出了應(yīng)對(duì)我國(guó)壟斷福利普遍性問題的政策建議,隨后針對(duì)吉林省壟斷福利問題的特點(diǎn),提出了比較具有針對(duì)性的觀點(diǎn)和方法。
[Abstract]:The monopoly welfare problem is the derivative of the monopoly problem . At the same time , the monopoly welfare problem is the derivative of the monopoly problem . At the same time , the monopoly welfare problem is the derivative of the monopoly problem .


Jilin Province , as the traditional northeast old industrial base of our country , has some characteristics different from other regions . It can be said that the situation in Jilin Province has concentrated the characteristics of the historical process of the transformation of China from the central planning economic system to the market economic system .


After detailed analysis and research on the monopoly welfare problem in China , especially in Jilin Province , this paper is divided into five parts :


The first chapter is the introduction part , which mainly includes the background origin and significance of the selection , the research situation , the research methods and the research contents and the innovation points of the thesis at home and abroad .


The second chapter of the text is the research part of the formation mechanism of the monopoly welfare . In the past , the research on the formation mechanism of monopoly welfare is often confined to a single subject , but it is difficult to compare the essence of the problem comprehensively . This chapter applies the theoretical tools of sociology , economics and law to study the source of monopoly welfare from multiple angles .


In chapter 3 , the present situation and characteristics of social monopoly welfare in Jilin Province are analyzed . The present situation of monopoly welfare in Jilin Province is studied objectively and comprehensively , and its influence on society is analyzed . The characteristics of social welfare in Jilin Province are summarized by comparing the situation of monopoly welfare at home and abroad .


The fourth chapter is to study the problems of social monopoly well - being in Jilin Province . At the same time , it causes the long - term existence of social monopoly welfare in Jilin Province to have more complicated social , political and economic reasons . This chapter tries to analyze all aspects and summarize them , and lay a solid foundation for the next step to find effective methods to govern the problem of monopoly welfare in Jilin Province .


The fifth chapter puts forward some policy approaches and suggestions for the effective control of monopoly welfare problems on the basis of the foregoing . First , this chapter puts forward the policy suggestions to deal with the universality of monopoly welfare in China from three aspects : government function , market mechanism and legal supervision , and then puts forward some suggestions and methods to compare the characteristics of monopoly welfare problem in Jilin Province .
