廣州市社會(huì)工作督導(dǎo)及其本土化問題研究

【摘要】:社會(huì)工作在我國(guó)呈現(xiàn)出外生性較強(qiáng)的特點(diǎn),是十余年前從海外“舶來”的一個(gè)新生事物。社會(huì)工作督導(dǎo)是為了提高社會(huì)工作者服務(wù)水平和質(zhì)量,由專業(yè)機(jī)構(gòu)或資深社會(huì)工作者對(duì)志愿者、社會(huì)工作實(shí)習(xí)生、社會(huì)工作一線初級(jí)工作人員和新進(jìn)入社會(huì)工作領(lǐng)域的人員,展開的監(jiān)督、指導(dǎo)和傳授專業(yè)服務(wù)的知識(shí)和技術(shù)等方面的活動(dòng)。社會(huì)工作督導(dǎo)本土化直接決定著社會(huì)工作者的服務(wù)水平和質(zhì)量,影響著社會(huì)工作的持續(xù)健康發(fā)展。為深入了解廣州市社會(huì)工作督導(dǎo)的現(xiàn)狀與問題、分析廣州市社會(huì)工作督導(dǎo)本土化發(fā)展的制約因素,探討提升廣州市社會(huì)工作督導(dǎo)績(jī)效及其本土化的對(duì)策與建議。本論文以廣州市社會(huì)工作督導(dǎo)及其本土化問題為研究方向,在社會(huì)學(xué)習(xí)理論、場(chǎng)地理論、資產(chǎn)為本的社區(qū)發(fā)展模式指導(dǎo)下,通過問卷法、訪談法、文獻(xiàn)法進(jìn)行調(diào)研,收集事實(shí)資料和文獻(xiàn)資料、并對(duì)收集到的資料進(jìn)行分析與整理資料。了解到廣州市社會(huì)工作督導(dǎo)的現(xiàn)狀與問題主要在于社會(huì)工作督導(dǎo)人才欠缺、督導(dǎo)難以適應(yīng)社會(huì)工作需要、社會(huì)工作督導(dǎo)本土化受重視程度不高;分析總結(jié)了制約廣州市社會(huì)工作督導(dǎo)本土化發(fā)展的因素,主要有二點(diǎn):政府及組織機(jī)構(gòu)對(duì)社會(huì)工作督導(dǎo)及其本土化理解有限、社會(huì)工作督導(dǎo)本土化制度不完善。在整體分析的基礎(chǔ)上,筆者提出幾點(diǎn)關(guān)于提升廣州市社會(huì)工作督導(dǎo)績(jī)效及其本土化的對(duì)策與建議:建立社會(huì)工作督導(dǎo)本土化制度,建立社會(huì)工作督導(dǎo)本土化機(jī)制、確立本土督導(dǎo)隊(duì)伍建設(shè)的實(shí)操性手冊(cè)、建立社會(huì)工作督導(dǎo)本土化激勵(lì)機(jī)制、建立實(shí)操性社會(huì)工作督導(dǎo)本土化評(píng)估機(jī)制;激勵(lì)社會(huì)工作督導(dǎo)者發(fā)揮作用,提升督導(dǎo)專業(yè)性、增強(qiáng)督導(dǎo)者的角色意識(shí)、提高督導(dǎo)者薪酬待遇;豐富社會(huì)工作督導(dǎo)本土化的環(huán)境,定義本土督導(dǎo)及督導(dǎo)本土化的概念、培養(yǎng)本土社會(huì)工作督導(dǎo)、提出地區(qū)社會(huì)工作督導(dǎo)模式。
[Abstract]:Social work has a strong ecogenetic characteristic in our country, and it is a new thing from overseas more than ten years ago. Social work supervision is aimed at improving the level and quality of social workers' services. Volunteers, social work interns, first-line social workers and new entrants to social work are provided by professional organizations or senior social workers. Conduct supervision, direct and impart knowledge and technical aspects of professional services. The localization of social work supervision directly determines the service level and quality of social workers and affects the sustainable and healthy development of social work. In order to understand the present situation and problems of social work supervision in Guangzhou, this paper analyzes the restrictive factors of the localization of social work supervision in Guangzhou, and probes into the countermeasures and suggestions to improve the performance and localization of social work supervision in Guangzhou. Under the guidance of social learning theory, site theory and asset-based community development model, this paper takes the social work supervision and its localization in Guangzhou as the research direction, carries on the investigation through the questionnaire method, the interview method, the literature method. Collect facts and documents, and analyze and organize the collected data. To understand the current situation and problems of social work supervision in Guangzhou mainly lies in the lack of social work supervision talents, the supervision is difficult to adapt to the needs of social work, the degree of attention to the localization of social work supervision is not high; This paper analyzes and summarizes the factors restricting the development of social work supervision localization in Guangzhou. There are two main points: the limited understanding of social work supervision and its localization on the part of government and organization, and the imperfection of the localization system of social work supervision. On the basis of the whole analysis, the author puts forward some countermeasures and suggestions on how to improve the social work supervision performance and its localization in Guangzhou: to establish the social work supervision localization system, to establish the social work supervision localization mechanism. To establish a practical manual for the construction of local supervisory team, to establish a local incentive mechanism for social work supervision, to establish a local evaluation mechanism for practical social work supervision, to encourage social work supervisors to play their role, and to promote the professional nature of supervision. Strengthen the supervisor's role consciousness, raise the supervisor's salary and treatment, enrich the environment of social work supervision localization, define the concept of local supervision and supervision localization, train the local social work supervision, and put forward the regional social work supervision mode.
