自媒體環(huán)境下政府新聞?shì)浾撘龑?dǎo)存在的問(wèn)題及其對(duì)策研究

【摘要】:當(dāng)前,以微博、微信等為代表的自媒體無(wú)縫對(duì)接了我們的日常生活,深入的推進(jìn)了互聯(lián)網(wǎng)作為公眾利益訴求表達(dá)的平臺(tái),而且大范圍,大群體的網(wǎng)絡(luò)輿情逐漸成為了新聞?shì)浾撘龑?dǎo)的日常,可以說(shuō),我們正悄然進(jìn)入了自媒體網(wǎng)絡(luò)輿情時(shí)代。2016年2月19日,習(xí)近平總書(shū)記在北京主持召開(kāi)黨的新聞?shì)浾摴ぷ髯剷?huì)并發(fā)表重要講話。他強(qiáng)調(diào)黨的新聞?shì)浾摴ぷ魇鞘玛P(guān)治國(guó)理政、安邦定國(guó)的大事要事,做好黨的新聞?shì)浾撘龑?dǎo)工作,必須始終堅(jiān)持黨的領(lǐng)導(dǎo),堅(jiān)持正確的政治方向,始終遵循新聞傳播規(guī)律,不斷創(chuàng)新方式方法,以適應(yīng)分眾化、差異化傳播新形勢(shì),加快構(gòu)建輿論引導(dǎo)新格局,不斷提高黨的新聞?shì)浾摰膫鞑チ、引?dǎo)力、影響力、公信力。在自媒體環(huán)境下,網(wǎng)絡(luò)輿情呈現(xiàn)出了一些新特點(diǎn),如人人都有利益訴求表達(dá)的期望,而借助自媒體工具,人人都獲得了這樣一個(gè)平臺(tái),能夠讓更多人聽(tīng)到自己的聲音,能夠聯(lián)合更多與自己有相同聲音的人?梢哉f(shuō),話語(yǔ)權(quán)正式找到了“麥克風(fēng)”,而“麥克風(fēng)”正式有了自己的聽(tīng)眾。然而,新環(huán)境下由于政府的缺位,缺乏對(duì)輿情信息的甄別,加之各種勢(shì)力的干擾,使得訴求表達(dá)中夾雜著不同的聲音,輿論引導(dǎo)的任務(wù)與壓力也更加繁重艱巨。有關(guān)職能部門(mén)雖然注意到了自媒體到來(lái)的影響,在新聞?shì)浾撘龑?dǎo)中也更加重視自媒體的作用,取得了一定的成績(jī),但是微博、微信、直播等新技術(shù)的不斷更新,為新聞?shì)浾撘龑?dǎo)不斷提出了新的課題。筆者正是基于對(duì)這一問(wèn)題的思考,在整理分析近年來(lái)輿情熱點(diǎn)事件的基礎(chǔ)上,總結(jié)出地方政府在新聞?shì)浾撘龑?dǎo)中責(zé)任缺損的現(xiàn)狀及原因,進(jìn)而提出相關(guān)的建設(shè)性意見(jiàn)。并借鑒吸收美國(guó)等國(guó)外政府在新聞?shì)浾撘龑?dǎo)中的有益經(jīng)驗(yàn),橫向比較得出經(jīng)驗(yàn),縱向比較得出問(wèn)題,然后以此提出政府可供參考的對(duì)策建議,更具現(xiàn)實(shí)性和啟發(fā)性。本文主要從五個(gè)部分對(duì)此展開(kāi)討論。第一部分為緒論部分,主要介紹本課題的選題背景、選題意義以及國(guó)內(nèi)外相關(guān)的研究動(dòng)態(tài)和研究成果,并總結(jié)本課題所采用的研究方法,從中明確研究的思路和具體內(nèi)容。第二部分是基于理論視角介紹相關(guān)的概念和理論,并對(duì)自媒體傳播特性進(jìn)行解析,同時(shí)對(duì)自媒體環(huán)境下,政府新聞?shì)浾撘龑?dǎo)中的政府、媒體、公眾三方關(guān)系與作用進(jìn)行了分析,最后在闡述相關(guān)理論支撐的基礎(chǔ)上,提出了輿論引導(dǎo)下的理論依據(jù)。第三部分結(jié)合近年來(lái)新聞?shì)浾撘龑?dǎo)中的相關(guān)事例,對(duì)具體實(shí)踐中存在的問(wèn)題進(jìn)行了總結(jié)歸納,在此基礎(chǔ)上分析新聞?shì)浾撘龑?dǎo)中政府責(zé)任缺失的主要原因。第四部分介紹和研究美國(guó)等國(guó)家在新聞?shì)浾撘龑?dǎo)中的實(shí)踐情況和國(guó)內(nèi)可借鑒的有益經(jīng)驗(yàn),為提出可行的對(duì)策建議進(jìn)行了梳理分析。最后以國(guó)內(nèi)外實(shí)踐的分析研究為支撐,提出強(qiáng)化在自媒體環(huán)境下新聞?shì)浾撘龑?dǎo)的對(duì)策建議。
[Abstract]:At present, the self-media, represented by Weibo and WeChat, seamlessly docked our daily life, deeply promoted the Internet as a platform for the expression of public interest demands, and on a large scale, The network public opinion of the large group has gradually become the daily news public opinion guide, we can say, we are quietly entering the era of the media network public opinion. February 19, 2016, General Secretary Xi Jinping hosted the party's press and public opinion forum and delivered an important speech in Beijing. He stressed that the work of the party's news and public opinion is a matter of running the country and managing political affairs. It is important for Anbang to determine the country. To do a good job in guiding the party's news and public opinion, he must always adhere to the leadership of the party, adhere to the correct political direction, and always abide by the law of news dissemination. Innovative ways and methods to adapt to the new situation of differentiation communication, accelerate the construction of a new pattern of public opinion guidance, constantly improve the Party's power of dissemination of news public opinion, guidance, influence, credibility. In the self-media environment, Internet public opinion presents some new features, such as everyone has the desire to express their interests, and with the help of self-media tools, everyone has gained such a platform, so that more people can hear their own voices. Be able to unite more people who have the same voice as themselves. It can be said that the right to speak formally found the microphone, and the microphone formally has its own audience. However, due to the absence of government, the lack of discrimination of public opinion information, and the interference of various forces, the demands and expressions are mixed with different voices, and the task and pressure of public opinion guidance is more arduous. Although the relevant functional departments have noticed the impact of the arrival of the self-media and paid more attention to the role of the self-media in the guidance of public opinion, and have made certain achievements, the Weibo, WeChat, live broadcast and other new technologies have been constantly updated. For the news public opinion guidance has proposed the new topic unceasingly. Based on the consideration of this problem and the analysis of hot public opinion events in recent years, the author summarizes the present situation and causes of local governments' responsibility defects in the guidance of news public opinion, and then puts forward relevant constructive suggestions. It is more realistic and enlightening to draw lessons from the beneficial experience of foreign governments such as the United States in the guidance of news public opinion, compare the experiences horizontally and draw problems from the vertical comparison, and then put forward the countermeasures and suggestions that the government can refer to. This paper mainly discusses this from five parts. The first part is the introduction part, which mainly introduces the background of the topic, the significance of the topic, the research trends and research results at home and abroad, and summarizes the research methods used in this topic, from the clear ideas and specific content. The second part is based on the theoretical perspective to introduce the relevant concepts and theories, and to analyze the characteristics of self-media communication, at the same time, under the environment of self-media, the government, the media and the public in the guidance of government news media tripartite relationship and role are analyzed. Finally, on the basis of expounding the relevant theories, the paper puts forward the theoretical basis under the guidance of public opinion. The third part combined with the relevant examples in recent years, summarized the problems in practice, and then analyzed the main reasons of the lack of government responsibility in the guidance of news public opinion. The fourth part introduces and studies the practice of the United States and other countries in the guidance of news public opinion and the useful experience that can be used for reference in our country, and analyzes the feasible countermeasures and suggestions. Finally, based on the analysis and research of domestic and foreign practice, the countermeasures and suggestions to strengthen the guidance of news public opinion under the environment of self-media are put forward.
