【摘要】：隨著全球信息化水平進一步提高,我國社會主義市場經(jīng)濟體制的逐步建立,社會各界對統(tǒng)計信息的需求日益廣‘泛,對統(tǒng)計數(shù)據(jù)質量的關注更多,要求更高。同時,統(tǒng)計所面臨的內部環(huán)境和外部環(huán)境都發(fā)生了巨大的變化,這對傳統(tǒng)統(tǒng)計方法下的統(tǒng)計數(shù)據(jù)質量既是挑戰(zhàn),又是機遇。我國政府于2002年4月21日正式加入了數(shù)據(jù)公布通用系統(tǒng)(GDDS),但不論是與社會各界對統(tǒng)計信息的需求相比,還是與統(tǒng)計核算和統(tǒng)計數(shù)據(jù)公布的國際準則的運作要求相比,我國的政府統(tǒng)計數(shù)據(jù)質量目前都還有一定差距。為了更好地滿足社會經(jīng)濟發(fā)展過程中社會各界對統(tǒng)計數(shù)據(jù)的需求,避免社會各界對統(tǒng)計數(shù)據(jù)的質疑,使我國統(tǒng)計進一步與國際接軌,有必要對我國統(tǒng)計數(shù)據(jù)質量及其管理進行系統(tǒng)深入的研究。 本文首先從統(tǒng)計數(shù)據(jù)及質量的涵義出發(fā),提出了系統(tǒng)的統(tǒng)計數(shù)據(jù)質量的概念,且具有評價的可操作性,也對質量管理提供了更多的方便；接著對統(tǒng)計核算、數(shù)據(jù)公布和統(tǒng)計數(shù)據(jù)質量評估框架這三個層次的國際準則中與政府統(tǒng)計數(shù)據(jù)質量管理相關的內容分別加以介紹和說明；進而論述了建立政府統(tǒng)計數(shù)據(jù)質量評價體系的必要性,結合科學的評價指標應滿足的條件以及評價指標的設計原則,構建了具體的政府統(tǒng)計數(shù)據(jù)質量指標評價體系,并結專家分析和系統(tǒng)內調查問卷的形式給出政府統(tǒng)計數(shù)據(jù)質量的模糊綜合評價方法；最后通過描述中國政府統(tǒng)計數(shù)據(jù)質量及質量管理工作的現(xiàn)狀,找出了其存在的問題,并從統(tǒng)計數(shù)據(jù)質量管理的角度,對問題存在的原因進行了分析,提出應建立實施我國的政府統(tǒng)計數(shù)據(jù)的質量管理體系,并對該體系進行了具體描述。
[Abstract]:With the further improvement of the level of global informatization and the gradual establishment of the socialist market economic system of our country, the demand for statistical information from all walks of life is becoming wider and wider, and the quality of statistical data is paid more attention and the demand is higher. At the same time, great changes have taken place in the internal and external environment of statistics, which is both a challenge and an opportunity to the quality of statistical data under traditional statistical methods. On April 21, 2002, our government formally joined the General data Disclosure system (GDDS), but compared with the demand for statistical information from all walks of life and the operational requirements of the international standards for statistical accounting and statistical data publication, There is still a certain gap in the quality of government statistical data in our country. In order to better meet the demand for statistical data from all walks of life in the process of social and economic development, to avoid the doubt of statistical data from all walks of life in the society, and to make statistics in our country further in line with international standards, It is necessary to make a systematic and in-depth study on the quality of statistical data and its management in China. Based on the meaning of statistical data and quality, this paper puts forward the concept of systematic statistical data quality, which has the feasibility of evaluation and provides more convenience for quality management. The contents related to the quality management of government statistical data are introduced and explained in the three levels of international standards of data publication and statistical data quality assessment framework, and the necessity of establishing the evaluation system of government statistical data quality is discussed. Combined with the conditions that scientific evaluation index should satisfy and the design principle of evaluation index, a concrete evaluation system of government statistical data quality index is constructed. The fuzzy comprehensive evaluation method of government statistical data quality is given in the form of expert analysis and system questionnaire. Finally, by describing the current situation of Chinese government statistical data quality and quality management, the existing problems are found out. From the point of view of statistical data quality management, this paper analyzes the causes of the problems, and puts forward that a quality management system of government statistical data should be established in our country, and the system is described in detail.
