【摘要】：21世紀(jì),隨著中國社會主義市場經(jīng)濟體制的不斷完善與社會主義和諧社會建設(shè)的推進,傳統(tǒng)的國家與社會的單向關(guān)系得以改變,國家和社會之間的雙向互動不斷得到強化,一個相對獨立的、提供資源和機會的公民社會日漸顯現(xiàn)。社區(qū)建設(shè)與管理的蓬勃發(fā)展,建立在政治、經(jīng)濟、社會一體化基礎(chǔ)上的全能型政府的職能和結(jié)構(gòu)已經(jīng)難以實現(xiàn)轉(zhuǎn)型時期社會公共管理的需求。本文通過對治理理論的梳理,從遼寧省沈陽市和平區(qū)市社區(qū)管理現(xiàn)狀出發(fā),尋找實際存在的問題,研究問題產(chǎn)生的因素,提出相應(yīng)的解決對策和建議。研究發(fā)現(xiàn)沈陽市和平區(qū)社區(qū)管理存在權(quán)力、財務(wù)、社會參與、制度化、服務(wù)質(zhì)量等問題。 針對這些問題,本文從歷史成因、現(xiàn)實成因以及過程伴隨因素三個方面深入分析問題形成的原因。然后立足本國實際情況,將治理理論與中國當(dāng)前的城市社區(qū)管理相結(jié)合,從治理的視角對沈陽市和平區(qū)城市管理進行探索,努力探索打造城市和諧社區(qū),培養(yǎng)和提高社區(qū)管理能力。提出“議行分設(shè)”的社區(qū)組織改革方案,并結(jié)合實際提出六點對策。其中包括:轉(zhuǎn)變政府職能;建立社區(qū)賬戶;引導(dǎo)社會參與;健全法律制度;加強人員培訓(xùn);提高執(zhí)政能力等。此外,本文還建議在今后工作中,加大對基層黨建和民意的關(guān)注力度,進而更好地促進社區(qū)管理工作。
[Abstract]:In the 21st century, with the continuous improvement of China's socialist market economy system and the construction of a harmonious socialist society, the traditional one-way relationship between the state and society has been changed, and the two-way interaction between the state and society has been continuously strengthened. A relatively independent civil society offering resources and opportunities is emerging. With the vigorous development of community construction and management, the function and structure of omnipotent government based on the integration of politics, economy and society has been difficult to meet the needs of social public management in the transitional period. By combing the theory of governance, starting from the present situation of community management in Heping District of Shenyang City, Liaoning Province, this paper looks for the practical problems, studies the factors of the problems, and puts forward the corresponding countermeasures and suggestions. It is found that there are some problems in community management in Heping District of Shenyang, such as power, finance, social participation, institutionalization, service quality and so on. In view of these problems, this paper analyzes the causes of the problem from three aspects: the historical cause, the realistic cause and the process concomitant factor. Then based on the actual situation of our country, combining the governance theory with the current urban community management in China, this paper explores the urban management of Heping District of Shenyang City from the perspective of governance, and tries to explore and build a harmonious community in the city. Develop and improve community management ability. This paper puts forward the reform scheme of community organization, and puts forward six countermeasures combined with practice. These include: transforming government functions; establishing community accounts; guiding social participation; perfecting legal system; strengthening personnel training; improving administrative ability. In addition, this paper also suggests that in the future work, we should pay more attention to the party building and public opinion at the grass-roots level, and further better promote the community management.
