【摘要】：隨著經(jīng)濟(jì)社會(huì)的快速發(fā)展,社區(qū)在承擔(dān)各項(xiàng)公共服務(wù)職能,構(gòu)建和諧社會(huì)中發(fā)揮了越來越重要的作用。作為社區(qū)工作的生力軍和主力軍,社區(qū)工作者這支隊(duì)伍的素質(zhì)直接決定了社區(qū)工作的水平和居民的生活質(zhì)量。同時(shí),由于理論和實(shí)踐方面的不足,社區(qū)工作隊(duì)伍建設(shè)還存在很多不足,這些因素?zé)o疑成為制約基層社區(qū)建設(shè)、社區(qū)整體治理水平和程度的重要問題,對(duì)去社區(qū)居民的生活質(zhì)量和享受到的公共服務(wù)產(chǎn)生了很大影響,因此,對(duì)于社區(qū)工作者隊(duì)伍建設(shè)這一問題,需要展開深入細(xì)致的調(diào)研研究,從而提出相應(yīng)的改進(jìn)措施。本文擬經(jīng)過調(diào)查分析,綜合運(yùn)用調(diào)研問卷、訪談等方式方法,對(duì)青島市市南區(qū)的社區(qū)工作者隊(duì)伍建設(shè)的基本情況、需要解決的問題進(jìn)行了梳理和挖掘,然后,針對(duì)有關(guān)的問題,制定相應(yīng)的對(duì)策建議。通過深入的調(diào)查分析,筆者發(fā)現(xiàn),目前市南區(qū)社區(qū)工作者隊(duì)伍建設(shè)方面存在的問題主要有社區(qū)工作力量薄弱,市南區(qū)社區(qū)工作者管理體制機(jī)制不完善,社區(qū)工作者的職業(yè)化、專業(yè)化發(fā)展程度不夠,社區(qū)居委會(huì)承擔(dān)的行政性事務(wù)繁多等等。針對(duì)存在的問題,論文在招聘大學(xué)生社區(qū)工作者,構(gòu)建清晰、順暢、完備的管理制度、搭建科學(xué)合理的管理機(jī)制,提高市南區(qū)社區(qū)工作者隊(duì)伍的專業(yè)化、職業(yè)化水平,推行政府部門進(jìn)社區(qū)工作準(zhǔn)入制,為社區(qū)減負(fù)等方面,為進(jìn)一步促進(jìn)市南區(qū)的社區(qū)工作者隊(duì)伍的發(fā)展和建設(shè)提出了有關(guān)的意見和對(duì)策。
[Abstract]:With the rapid development of economy and society, the community plays a more and more important role in assuming the public service functions and building a harmonious society. As the fresh and main force of community work, the quality of community workers directly determines the level of community work and the quality of life of residents. At the same time, because of the deficiency in theory and practice, there are still many deficiencies in the construction of community work force. These factors undoubtedly become an important problem that restricts the construction of grass-roots communities and the level and degree of community governance as a whole. It has a great influence on the quality of life and the public service to the community residents. Therefore, it is necessary to carry out a thorough and meticulous investigation and study on the construction of community workers, and to put forward the corresponding improvement measures. Through investigation and analysis, comprehensive use of questionnaires, interviews and other methods, this paper sorts out and excavates the basic situation of the construction of community workers in the southern district of Qingdao, and then, aiming at the related problems, Formulate corresponding countermeasures and suggestions. Through in-depth investigation and analysis, the author finds that the main problems in the construction of community workers in the Southern District are the weakness of the community work force, the imperfection of the management system and mechanism of community workers in the southern district, and the professionalization of community workers. The degree of specialization development is not enough, the community neighborhood committee undertakes many administrative affairs and so on. Aiming at the existing problems, this paper aims at recruiting college students community workers, constructing clear, smooth and complete management system, setting up scientific and reasonable management mechanism, improving the specialization and professionalization level of community workers in the southern district of the city. In order to further promote the development and construction of community workers in the southern district of the city, the author puts forward some suggestions and countermeasures for further promoting the development and construction of community workers.
